Overview
Two non-voting Politburo members entered the presidium - Boris Yeltsin, who replaced [Viktor Grishin] as head of the Moscow party, and Yuri Solovyov, who runs the powerful Leningrad party machine. The official news agency Tass said [Vasily Kuznetsov] was relieved of his duties as first vice-president on health grounds. Kuznetsov was in the 1960s one of the Kremlin's top troubleshooters, negotiating for the Soviet Union in the 1962 Cuban missile crisis with the United States and in the later Sino-Soviet dispute.
