NICOSIA (AP) - A deputy Iraqi foreign minister arrived in Iran for talks yesterday, breaking a freeze in relations between the neighboring Persian Gulf countries since the end of the gulf war. The official Islamic Republic News Agency said the topics to be discussed by Saad Faisal likely include Iranian PoWs held since the Iran-Iraq war and the planes Iraq sent to Iran during the gulf war that Iran shows no signs of returning.
