Spending data contained both in a draft audit about Metro's Copter 1 program by Conklin DeDecker and in a supplementary report by Battalion Chief Chris Holbrook show at least $1.3 million was spent on equipment, parts and personnel compared with the $340,000 budget that district board members approved in 2002. Some Metro Fire board members lambasted Metro Fire Chief Rick Martinez about the copter program's costs before he retired last year, saying he and his staff deliberately lowballed the project's estimated cost to secure board approval for an uncertain venture. The Conklin DeDecker audit found Metro Fire's initial report to its board in 2004 miscategorized some costs as helicopter maintenance when those costs were part of the refurbishment - as revealed by The Bee in 2005.
