Feb. 6--The push for a public referendum on mass-transit funding got under way Wednesday as the county committee overseeing transportation issues endorsed Miami-Dade Commissioner Bruno Barreiro's effort to come up with a financing plan. \"We have to be extremely careful,\" Barreiro said. \"This is like taking baby steps. That's the message I hope this resolution sends out -- that we will be putting something together.\" The county needs to secure what is known as a \"dedicated funding source\" for transit projects by year's end in order to qualify for billions in federal matching funds. If it doesn't, it risks the loss of such funding through 2010. Barreiro has advocated a full penny sales tax -- as opposed to the half-penny tax favored by Miami-Dade Mayor Alex Penelas. Barreiro said he and Penelas have \"exchanged ideas.\" One committee member, Commissioner Miriam Alonso, warned against holding a referendum this year, reminding colleagues of the penny-tax campaign in 1999 that was soundly rejected by voters.
