هذا التقرير وهو المؤلف من إسهامات بحثية عدة يناقش مسألة حيوية ومثيرة للجدل، منذ حقبة طويلة لكن طرحها جدد إثر الأزمة المالية العالمية التي نشبت عامي 2008 و2009 وهي مسألة الحاجة إلى إصلاح جذري للنظام النقدي الدولي الذي يستند إلى سيطرة العملة الأمريكية الدولار وقد خلص التقرير إلى أن النظام النقدي الدولي في مرحلة تغير مستمرة ولكنه استبعد تحقق الإصلاح المطلوب بعملية كاسحة دفعة واحدة ففي غياب توافق واسع النطاق في الآراء بين حكومات الدول الرئيسية.
