في عام 1953 كتب (جيمس إيخلبرغر) الخبير في وزارة الخارجية الأمريكية تقريرا مطولا بعنوان \"الأنظمة الثورية ومشاكل السلطة\"، وقدمه لمجلس الثورة المصري عن المنهج الذي لا بد لكل ثورة أو إنقلاب عسكري أن يتبعه لحماية نفسه وللسيطرة على الحكم وعلى الشعب الذي يحكمه بأخبث الخيل وأضمن الوسائل. والتقرير، وقد أورد نصه كاملا رجل المخابرات الأمريكي مايلز كوبلاند في ملحق كتابه المعروف \"لعبة الأمم\"، وألحقه المؤلف أيضا بهذا الكتاب، لم يكن خاصا بالثورة المصرية وحدها، بل أعد لكل الإنقلابات التي حدثت بعد ذلك وما تزال تحدث في بلدان العالم العربي والعالم الثالث.
