إن القضاء بالحق من أقوى الفرائض بعد الإيمان بالله تعالى وهو من أشرف العبادات. لقد رفع الله تعالى درجة الحكام وجعل إليهم تصريف أمور الأيام، يحكمون في الدماء والإبضاع والأموال والحلال والحرام وتلك خطة الأنبياء ومن بعدهم الأنبياء ومن خلفهم الخلفاء فلا شرف في الدنيا بعد الخلافة أشرف من القضاء. القضاء مرتبط بالعدالة فإن صلح شاعت العدالة وترعرعت وأمن الناس على أرواحهم وأموالهم وأعراضهم وصلح أمر الدولة والناس وإن فسد القضاء اختفت العدالة وباختفائها تعم الفوضى وينتشر الفساد ولا يأمن الناس على أنفسهم فتضيع هيبة الدولة ويتقلص سلطانها إنذارا لها بالزوال ولقد بقيت ضمائر القضاة يقظة والجماعة حراسا على العدالة تستمد سلطانها من خشية الله تعالى والخوف من نقمته إذا تهاونت أو غشت أو سكتت على البغي والجور وإن التاريخ المجمع عليه لا يكون إلا من حادث عظيم يملأ ذكره الأسماع.
