أثارت الحملة الفرنسية إلى مصر عام ألف وسبعمائة وتسعة وتسعين رعب البريطانيين الشديد من احتمال تقدم فرنسي نحو الهند من خلال الأراضي العثمانية فكان رد فعلهم إرسال \"كابتن جون مالكوم\" للقيام بخطة شاملة لتثبيت نفوذ وتجارة بريطانية في الخليج بصورة حاسمة. وكان عليه في البداية أن يجدد ويثبت معاهدة 1798 القولنامه مع عمان وكان هدفه الثاني منطقيا تماما وهو أن يؤسس وكالة بريطانية في مسقط فلا عجب إن كان هدفه الثالث إبرام اتفاقية تجارية وسياسية مع إيران.
