تناول الأستاذ الجراري في هذا الكتاب بعض جوانب المرجعية الإسلامية التي يرى أنه انطلاقا من مقتضياتها يتم مواصلة الإصلاحات من أجل حماية وصيانة استقرار بعض الأقطار العربية المؤسس على أنظمة رسختها عوامل تاريخية وأخرى فكرية واجتماعية. ولخص أهم ملامح هذه المرجعية الإسلامية في أنها لا تعني استبعاد ما هو دنيوي أو مدني، \"مع العلم أن ما هو مدني أو دنيوي ليس بالضرورة لائكيا أو علمانيا يعارض الدين أو يخاصمه\"، وأنها تقوم على ركيزتين اثنتين (أولاهما أحكام فقهية مصدرها الشرع انطلاقا من الكتاب والسنة والإجماع، وثانيهما أحكام دنيوية مرنة قابلة للتطوير والتغيير)، وأن النصوص الشرعية تحتاج إلى الاجتهاد في فهمها، والاستنباط منها بقراءة مدنية تراعي المصالح الوقتية، وأن اعتماد المرجعية الإسلامية على بعض الجوانب المدنية لا يعني التخلي عما هو ثابت في الدين.
