الكتاب يحتوي على ثمانية فصول كما يلي : الفصل الأول ويتحدث المؤلف فيه عن الشفافية ومفهومها وأهميتها وفوائدها أما الفصل الثاني يتحدث عن الدول النامية التي بحاجة ماسة لدعم عملي لكبح الفساد أما الفصل الثالث يتحدث عن الفساد الإداري وغياب الشفافية والأمن المعلوماتي، والفصل الرابع يتحدث عن درس أمريكي في حجب الحقيقة وإغتيال الشفافية، ويتحدث الفصل الخامس عن الشفافية والحوار في الديمقراطية في الدول العربية أما الفصل السادس يتحدث عن مفاهيم وطرق ونماذج الإصلاح الإداري في الدول العربية، والفصل السابع يتحدث عن الندوة الإقليمية المعاصرة في الدول العربية نحو تعميق أسس النزاهة والشفافية والمسائلة في المؤسسات العامة أما الفصل الثامن والأخير يتحدث عن الرقابة على المؤسسات العامة.
