قراءة تاريخية جديدة وجادة في أحوال الإدارة العثمانية والمجتمع المحلي في لواء القدس في أوائل القرن التاسع عشر (1799-1831). وقد شهدت تلك الفترة أحداثا على جانب كبير من الأهمية. أولها الحملة الفرنسية التي قادها نابليون بونابرت من مصر إلى فلسطين سنة 1799، وآخرها حملة إبراهيم باشا ابن محمد علي حاكم مصر. وتلقي هذه الدراسة الأضواء على بنية المجتمع في القدس ونواحيها وعلاقات النخب المحلية بالإدارة العثمانية المركزية، ودورها المهم في الإدارة المحلية للمنطقة. وهذا الدور للسكان العرب في حكم أنفسهم خلال تلك الفترة يسمح بإطلاق صفة الحكم الذاتي للأهالي، وخصوصا في المناطق الجبلية مثل ألوية نابلس والقدس والخليل. وهذا الكتاب في الأصل رسالة دكتوراه قدمت إلى الجامعة العبرية سنة 1986، وتمت ترجمتها وإعادة صوغها لتنشر باللغة العربية.
