جاءت فكرة المعرض القومي للفنون التشكيلية تلبية لضرورات واقعية في حركة التطور الشكلي والزماني لتيارات الفن الصاخب في نهاية الستينات وفي الدورة الثامنة عشر في عام 1988 للمعرض العام يلتقي الفنان التشكيلي بجمهور المتذوقين من خلال ما يزيد عن ستمائة عمل فني في فنون : النحت والخزف والتصوير والرسم والحفر، من إنتاج ما يقرب من ثلاثمائة فنان من مختلف الاتجاهات الفنية والمراحل السنية.
