يحاول المؤلف (جورج حجاز) في هذه الدراسة أن يلقي الضوء على المسألة الكردية، خاصة منذ تولي حزب البعث العربي الاشتراكي مقاليد الحكم في العراق، الذي كان مجيئة للحكم هو الذي أمكن لبيان 11 آذار أن يصدر. ويضم المذكرات المتبادلة التي سبقت العمليات العسكرية في شمال العراق، بين القيادة القطرية لحزب البعث العربي الاشتراكي والحزب الديموقراطي الكردستاني، وكذلك مقالات جريدة \"الثورة\" الناطقة بلسان حزب البعث العربي الاشتراكي في العراق والتي ترد فيها على كل ما جاء بالمذكرة الكردية حول تحديد المنطقة المشمولة بالحكم الذاتي والمشاركة الكردية في الحكم.
