الكتاب هو معرض جامع لأحوال بضع عشرة أمة من أمم الغرب والشرق، تختلف في كثير من الأشياء، وتتفق في كثير من الأشياء، والمؤلف الفاضل يلم بوجوه الاختلاف والاتفاق كأحسن ما يلم بها السائح المطلع، وينتقل من ناحية إلى ناحية تنقل العارف الخبير، ويقف من حين إلى حين ليذكر ويحذر ويضاهي بين ما عند الغربيين وما عندنا من عوامل الحياة والتقدم، فيكظم ألمه تارة ويلقي إليك تارة أخرى بكلمات حكيمة أليمة فيقول : «إننا في درس المدنية الغربية نأخذ ما تهيأ لنا وتمثل لأنظارنا بادئ الرأي، ولو أردنا استقصاء البحث لاقتضى علينا أن نصرف السنة والسنتين لندرس حال مدينة واحدة من مدنهم فما بالك بالمملكة أو الممالك، ينفد العمر ولا تنفد مادة الكلام عن رقي الغرب، وكلما تأملنا معاهدة وحللنا مادة قواه، نبكي لضعفنا وقوتهم وجهلنا وعلمهم، ونكاد ندخل في اليأس المميت من تحسين حالنا لولا أن اليأس محرم، وأن التاريخ يحدثنا أن أمما كانت أحط منا منزلة فارتقت لما صحت عزائم بنيها على إنهاضها.
