اشتملت الدراسة على مقدمة وأربعة فصول وخاتمة، كان الفصل الأول : بعنوان النشأة وبناء الشخصية الاجتماعية وبدايات العمل السياسي حتى عار 1959 والتي تضمن الحديث عن البيئة الاجتماعية والاقتصادية التي نشأ فيها وانعكاسها على المكاره فيما بعد في حين جاء الفصل الثاني بعنوان موقف أحمد الخامس من التطورات السياسية في الكويت حتى عام 1963، وجاء الفصل الثالث بعنوان أحمد الخام ومسار العمل البرلماني في الكويت 1963-1996 في حين درس الفصل الرابع أحمد الخطيب ونشاطه في الكويت خارج المؤسسة التشريعية 1976-1992 بصفته رجل معارضي حاول معالجة الأخطاء في السلطة الحاكمة ومن الاستنتاجات التي تم التوصل إليها.
