يناقش الكتاب العلاقة بين المناخ والحضارة في بلاد الرافدين خلال ثلاثة آلاف عام قبل الميلاد. وقد اختيرت بلاد الرافدين نموذجا لدراسة تلك العلاقة لسببين : أولهما أن هذه المنطقة انتقالية تتلاقى فيها الأنماط المناخية العالمية المختلفة مصحوبة بالتنوع الطوبوغرافي ؛ الأمر الذي يؤدي إلى تنوع أنظمتها المناخية زمانيا ومكانيا. وأي اختلال في التوازن أعلاه يقود إلى تغيرات مناخية حرجة، والسبب الثاني هو أن بلاد الرافدين تعد مهد الحضارات الإنسانية الأولى الناضجة في جميع جوانبها المادية والعماد الاقتصادي لهذه الحضارات هو الزراعة والإنتاج الزراعي، وأي تغير في المناخ له تأثيرات مباشرة في الإنتاج وما يتبعه من تأثيرات في الأنظمة الاقتصادية والاجتماعية، وأخيرا السياسية. الاستنتاج الرئيسي لهذا الكتاب هو أن المناخ كان العامل الحاسم في توجيه مجتمعات بلاد الرافدين سواء بشكل مباشر وكان أكثر وضوحا في الشمال حيث الاقتصاد المعتمد كليا على الزراعة المطرية، أو غير مباشر، كما هو الحال في الجنوب.
