تعد حركة السياحة وتطورها جزء لا ينفصل عن حركة المجتمع، لذلك ينبغي أن تولى اهتماما متوازنا ومنها قطاع السياحة الذي أخذت أهميته تتزايد بسرعة وأصبحت نشاطاته تكسب صفة اقتصادية واجتماعية وعلى درجة كبيرة من الأهمية في كثير من الدول. وقد غدت حركة السياحة ظاهرة حضارية معاصرة في العالم تستقطب الاهتمام سواء من قبل الأفراد أو الحكومات، إذ تساعد السياحة في توفير فرص عمل تدر دخلا للعاملين فيها، وتساهم في توزيع مرافق التنمية في أنحاء العراق، وتسهم في رفع المستوى العمراني والحضاري ودعم ميزان المدفوعات الخاصة بالدولة وبالتالي زيادة الدخل القومي.
