في هذه المحاضرة يتابع الدكتور رضوان السيد مفهوم الشورى- المقابل للديمقراطية-في الحضارة الإسلامية، عبر تجربة الأمة التاريخية من ناحية، ومن خلال استقراء النصوص من ناحية أخرى. ويقول : \"إن نجاح تطبيق\" الشورى \"مشروط بوجود أمرين مهمين، هما ولاية الأمة على نفسها، ووجود مجتمع مفتوح. لكن الاستبداد الداخلي المستمر والضغط الغربي الدائم يهددان هذا الانفتاح، ويؤديان إلى تشرذم مجتمعاتنا المغلقة، كما حدث للشيوعيين في ستينيات وسبعينيات القرن العشرين، وللجماعات الإسلامية العديدة في الثمانينيات. ولذلك علينا أن نستغني عن مقولة\" الاستبداد العادل \"ودولة الضرورة\" \"ونسير في طريق ولاية الأمة على نفسها، ونستحدث المؤسسات الضرورية لممارسة تلك الولاية\".
