Overview
نشأت الدولة العثمانية على نظام ديني، يجمع هذا النظام بين إدارة أعمال الدين والدولة، وكان مصدر نظام الدولة هو الشريعة، واستمر هذا النظام في الدولة العثمانية من دون إجراء تغيير فيه قط حتى عصر التنظيمات (3 نوفمبر 1839) وقد أنهى فرمان التنظيمات هذا النظام، وأخذت الدولة العثمانية بعض المبادئ التي طبقتها في الإدارة من الدول الأوربية. وهكذا بدأ نظام العلمانية الغربي يكتسب قيمة بجانب النظام الديني في الدولة العثمانية. وهذان النظامان استمرا جنبا إلى جنب في عصر التنظيمات ولذلك نظمت بعض الحقوق والصلاحيات بمجموعة من القوانين. وكان عصر التنظيمات هو فترة سن القوانين في الدولة العثمانية.
