من هذا المنطلق جرى تطوير نظام النجوم العالمي لتصنيف الخدمات كواحد من المبادرات المنبثقة من برنامج الإمارات للخدمة الحكومية المتميزة، ويهدف هذا البرنامج إلى الارتقاء بجودة الخدمات الحكومية والخاصة عبر التركيز على سعادة المتعاملين، سعادة الموظفين، وآليات تحقيق الكفاءة التشغيلية لتوفير خدمات ذات جودة عالية بمستوى سبعة نجوم. حيث يعتبر نظام النجوم العالمي لتصنيف الخدمات تقييما شاملا ل(8) محاور رئيسة و(35) محورا فرعيا و(233) سؤالا، كما يشتمل على بعض المواضيع الرئيسية المدرجة في استبيان الأمم المتحدة للحكومات الإلكرتونية من ضمنها (التكنولوجيا الناشئة والشمولية الرقمية والبيانات المفتوحة والأمن الإلكتروني).
