يحيط هذا الكتاب بسيرة حياة السلطان سعيد بن تيمور (1910-1972)، ويكشف عن صفحات من حياته لما يقارب أربعة عقود من الزمن ويتطرق لنشأته وتعليمه ووضع عمان خلال فترة حكمه، إذ كانت المصائب المالية هي السمة البارزة على فترة حكمه فحالت دون تنفيذه لمشاريع تنموية على نطاق واسع وهو ما دفعه للتمسك بمقولته الشهيرة \"لا أنفق ما لا أملك\" ، ولكن مع ظهور النفط ، انتعشت آماله لتنفيذ ما كان يطمح إليه، فوضع \"برنامج التنمية المدنية\" ليحقق ما لم يتمكن من تحقيقه في السنوات الماضية من حكمه.
