يخوض الكتاب في الإختصاص الدقيق لعلم المالية العامة من دون التأكيد على الجانب التشريعي له أو الرقابي (وفي بعض الأحيان قد يتطرق البحث في المالية العامة إلى التشريع المالي ولكن ليس ذلك على نحو البحث الإختصاصي بل على نحو الإشارة العابرة عندما يكون هناك نحو من الإقتضاء لتلك الإشارة) والسبب في إعتماد مادة المالية العامة في التدريس هو عدم وجود مؤلفات تتناول التشريع المالي كأحد المواد الضرورية لدارسي القانون وربما يجرع هذا إلى الحداثة النسبية للتشريع المالي بوصفه مادة دراسية وعليه فإنا نحاول أن نجعل من هذا البحث اللبنة الأولى لبناء مؤلف في التشريع المالي، مع أملنا أن يقوم الباحثون من ذوي الإختصاص بسد هذا الفراغ.
