يشرح هذا الكتاب مفاهيم وقوانين \"الأنظمة السياسية\" من حيث شكل الدولة ونظام الحكم فيها وتنظيم السلطات العامة وتحديد إختصاصها وتعيين العلاقة بينها وتحديد مركز الأفراد تجاهها ويرى مؤلف الكتاب أن دراسة النظم السياسية أوسع من دراسة القانون الدستوري والذي يتناول بدوره شكل الدولة، فالنظم السياسية لم تعد تقتصر على الأجهزة السياسية التي نظمها القانون أو الدستور، بل في توجيه النظام، قويا ومؤثرا ولكنها تلعب دورا، تلك الأجهزة غير المنظمة دستوريا أنها تشمل أيضا كالأحزاب السياسية والنقابات والرأي العام والصحافة.
