إن الازدحام المتزايد في وسائط النقل بشتى أنواعها جعل من الضروري الاهتمام بتنظيمها ودراستها بشكل تفصيلي وتخطيطي حتى تؤدي دورها في خدمة الإنسان وتصغير هذه البقعة وهو الموانئ وتنظيمها وهندستها مهما التي نعيش فيها، وهنا قد أفردت في كتابي هذا جزءا لا يتجزأ من وسائط النقل وهو النقل البحري الذي اتسعت رقعته في الآونة الأخيرة كونها جزءا وأصبح من الضروري تنظيم هذا القطاع حيث أن الجزء الأكبر من هذه الكرة الأرضية يشكلها الماء وأصبح السفن والقوارب بشتى أنواعها في تزايد مستمر، فقد قدمت كتابي هذا لعلكم تستقون منه. تجدون فيه الفائدة ونبعا تستقون منه.
