ويشرح الدكتور شوقي في أولى فصولها أهمية الثقافة العلمية مفسرا المصطلحين \"ثقافة\" و\"علم\"، ثم يرصد العلاقة بينهما من خلال إعطاء خلفية تاريخية من الأزمنة القديمة وفي الفصل الثانى يستخدم تحليل سوات SWOT لواقع الثقافة العلمية في مصر وهو التحليل الذي يحدد أوجه القوة والضعف في المجتمع ومؤسساته ويتناول المؤلف الأهداف الواقعية للثقافة العلمية حيث يعرض لمفهوم خرافة الثقافة العلمية، ثم يقدم تعريفا للثقافة العلمية فيصفها بأنها معرفة وفهم المفاهيم والعمليات العلمية المطلوبة لتمكين الفرد من اتخاذ قراراته الشخصية والمشاركة في شئون الحياة المدنية والثقافية.
