يطرح هذا الكتاب قضية سياسية عالمية الهوية واجتماعية كويتية الشخصية فالدولة المدنية كنظام سياسي عرفها كثير من دول العالم من قبلنا لكن المأزق الحضاري الذي وقعنا فيه هو شأن الكويتي ذو ملامح خليجية وبصمات عربية وأخرى إسلامية شديدة الوضوح والإلحاح فرضت نفسها بحكم النسيج الاجتماعي الكويتي الحديث نسبيا والمخالف لتركيبة الخمسينات والستينات من القرن الماضي الذي رحل ورحلت معه العقول التي دبرت وأرست وعززت مشروع الدولة المدنية واللحاق بركب الديمقراطية الذي لم يلحق به الكثيرون من مجتمعات العالم الثالث العربية الإسلامية.
