Digital Social Policy: Past, Present, Future
We undoubtably live in a digitally infused world. From government administrative processes to financial transactions and social media posts, digital technologies automatically collect, collate, combine and circulate digital traces of our actions and thoughts, which are in turn used to construct digital personas of us. More significantly, government decisions are increasingly automated with real world effect; companies subvert human workers to automated processes; while social media algorithms prioritise outrage and ‘fake news’ with destabilizing and devastating effects for public trust in social institutions. Accordingly, what it means to be a person, a citizen, and a consumer, and what constitutes society and the economy in the 21st century is profoundly different to that in the 20th century.
Digitally Networked Social Services: Mapping the National Disability Insurance Scheme (NDIS) online network in Queensland, Australia
Within growing marketisation of publicly funded services, the internet has provided new opportunities for marketing, delivery, and coordination of those services. Using web scraping and hyperlink network analysis techniques, this paper examines the ways in which organisations operating in Australia’s evolving National Disability Insurance Scheme (NDIS) system inter-connect online. Social media plays the most important role in the online network. Government agencies also play a central role, with many disability service organisations linking their web users to them. Government agency websites do not hyperlink to disability service providers, suggesting that governments do not see their role as assisting access to such services. Advocacy and peak disability organisations are important in online connections between the websites of government and service organisations. Innovative uses of the internet for online brokerage of disability services are evident. The implications of these findings for service delivery are discussed.
‘Reasonable and necessary’ care: the challenge of operationalising the NDIS policy principle in allocating disability care in Australia
Disability reform in Australia centres on a National Disability Insurance Scheme (NDIS), which aims to provide lifelong, individualised support based on the principle of ‘reasonable and necessary’ care. As a universal rights‐based scheme it represents a historical shift in allocation principles in Australia's disability policy. Nonetheless, attention will be on determining who receives what care given the diversity of personal and family contexts. The aim of this paper is to discuss the operational complexities of a principle of reasonable and necessary care with reference to the findings of a three‐year study on the experiences and perspectives of disability care of 25 adults with acquired disability, their 22 nominated family members and 18 service providers. Evidence from this study suggests enacting the principle of reasonable and necessary care and support will be problematic, in particular as it relates to personalising the level and scope of services, balancing formal and informal care, and principles of equity. The paper contributes to the literature about allocation principles in social policy and the challenges of implementation. Further, it provides an empirically informed discussion of some of the specific policy implementation challenges concerning the NDIS.
Models of disability support governance: a framework for assessing and reforming social policy
In many developed countries, the provision of disability services has undergone significant transformations, from institutional to community based care, and from oganisational to personalised funding. Yet delivering disability support remains an ongoing challenge for governments. Specifically, the relative success of different types of disability support governance is convoluted and problematic given the diversity and complexity of disability support systems and the people they serve. To enhance the systematic analysis and evaluation of disability support governance, this paper conceptually advances four distinct models based on the locus of control and coordination of such support: uncoordinated; casework governance; dwelling‐based governance; and user‐coordinated. Using illustrations from case studies of individuals receiving care, the identification of these ideal types enables their relative strengths, weaknesses, and the occasions of governance failure to be articulated. No one model is universally applicable to people, nor immune to failure. Furthermore, the paper presents a novel approach to visualising actual disability support arrangements as social networks. The utility of such visualisations for analysing individual and system‐ wide arrangements is outlined. In the context of Australia's developing National Disability Insurance Scheme, these conceptual and analytical developments are argued to be important tools for policy and service analysis and reform.
Administering welfare reform
While reforms of welfare policies have been widely analysed, the reform of welfare administration has received far less attention. Using empirical case studies, this book provides significant new insights into the way welfare administration is being internationally transformed. Particular attention is given to the effect on welfare clients, staff and agencies. \"Administering welfare reform\" presents a critical analysis of governance practices in welfare administration and examines shifts in the participants, practices and processes of welfare administration. This book is aimed at scholars and advanced students of sociology, social policy, economics, public administration and management, as well as social policy practitioners and service delivery workers.
Equivalent Salaries in Five Australian Capital Cities
Over the last decade, the spatial or geographical nature of social and economic indices has proliferated. It is well understood that there are geographical variations in prices, particularly housing prices. What we do not know is relative wages – that is, given a wage in one place, what is the wage to attain the same standard of living in another place. Utilising recent budget standard research, this paper calculates relative salaries for Brisbane, Sydney, Melbourne, Perth and Adelaide. It is found that in 2006 households in Sydney, Melbourne and Perth respectively require on average 24%, 7% and 4% more private income than equivalent Brisbane households to achieve the same standard of living, whereas Adelaide residents require 7% less private income than Brisbane residents. Changes in these relativities from 2003 to 2006 are examined. The public policy responses to such findings are also discussed.
The distributional and financial impacts of the new Australian Child Support Scheme: A 'before and day-after reform' comparison of assessed liability
Recent changes to Australia’s child support scheme – assessment of financial impacts – comparison of key policy elements of old and new scheme – results indicate that non-resident parents are more likely than resident parents to experience net gains under the new scheme and that negative outcomes are most likely for low income families – need for monitoring the operation of the new scheme.
The Social Division of Welfare Surveillance
Electronic surveillance has grown rapidly in recent years. Despite this, surveillance practices and their social products are yet to receive serious attention in the academic field of social policy. Extending Titmuss’ classical articulation of the social division of welfare, this article develops the notion of the social division of welfare surveillance to point to the way in which surveillance, compliance burdens and risk management unevenly operate within society. The implications for reinforcing social divisions and critical social policy analysis are discussed.
The Politics of Entitlement and Personalisation: Perspectives on a Proposed National Disability Long-term Care and Support Scheme in Australia
Internationally, over the past two decades the theme of personalisation has driven significant reforms within health and social care services. In the Australian context, the principles of ‘entitlement based on need’ and ‘personalisation’ frame the proposed National Disability Long-Term Care and Support Scheme (LTCSS). In this article, we critically examine the interpretations and ambiguities of need and personalisation. We consider the administrative complexities of applying these principles in practice and the uncertainties about the roles of state and the market, and use individual case examples to illustrate areas of potential tension. Whether principles translate to deliver personalised services and avoid harmful trade-offs between access, equity and choice is the true test of social policy.
