The concept of dynamic criteria has been the subject of a recent debate regarding both the definition and prevalence of the phenomenon (Austin, Humphreys, & Hulin, 1989; Barrett & Alexander, 1989; Barrett, Caldwell, & Alexander, 1985). The present paper questions the adequacy of the conceptual framework underlying the debate and provides data supporting a refined concept of dynamic criteria. The incidence and possible causes of change in relative performance were investigated using weekly performance data from 509 sewing machine operators. Analyses were conducted to determine the degree of performance consistency, potential moderators of consistency, and the stability of predictor‐criteria relationships using multiple predictors and criteria. Results revealed a steady decline in performance stability coefficients as the interval between measures increased. This decay was evident regardless of employees' prior job experience, cognitive ability, or psychomotor ability. Analyses of predictive validity coefficients revealed temporal changes in validity for both objective and subjective criteria, but not in the expected direction. The validity of cognitive ability increased, the validity of psychomotor ability was stable, and that of prior job experience decreased over time. Implications for theory and research are discussed.

Known as \"mental health parity,\" this measure would require individual and group policies of accident and health insurance to provide coverage for treatment of \"serious mental illness\" under the same terms and conditions as coverage for hospital and medical expenses related to other illnesses and diseases. Another measure that deals with discrimination in the area of insurance coverage is Senate Bill 869, which prohibits unfair discrimination based upon race, color, religion or national origin. This measure would apply to life, accident and health insurance policies. One area dealing with health insurance that lawmakers must address this year is the financial crisis facing the Teachers Retirement Insurance Program. The approximately 36,000 retired teachers, covered by TRIP, are facing the prospect of significant premium increases, perhaps as high as 45%, because of the plan's financial problems.

THE MEASURE would stiffen penalties for giving false information on a FOID card application and for transferring three or more firearms to a person who did not properly display a valid FOID card. The legislation also would require defendants, as a condition of bond, to physically surrender their FOID card to the clerk of the circuit court when charged with certain violent offenses. Those convicted of any felony offense would be required to physically surrender any and all firearms in their possession, and to also physically surrender their FOID cards as a condition of remaining on bond, pending sentencing. Other Senate bills introduced this year proposed to: increase fees for FOID card applications; require applications be submitted in person; require FOID card applicants to complete a firearms safety course; allow law enforcement search and seizure of firearms from certain court defendants. These bills failed to make it to the floor after constitutional questions were raised in committee hearings.

The Electoral College is an important part of our uniquely American system of government. Legislation has been introduced in the House of Representatives and Senate to do away with the Electoral College. I would like to issue a word of caution, because eliminating the Electoral College could mean rural America loses its voice or, at the very least, could have its voice devalued in Washington. EXAMINING THIS most recent election, on a rural vs. urban basis, Gov. [George W. Bush] overwhelmingly defeated Vice President [Al Gore]. Bush won 2.5 million square miles of our country while Gore won only 580,000. However, as you know, Gore won the popular vote by about 500,000. Rural America must have a voice in our democracy and the Electoral College provides that assurance under the Constitution. Our president should have the support of the entire nation, not a contingent of heavily populated states and/or a few large cities that may unfairly tip the balance. The Electoral College protects rural America.

The state's wildlife code is more specific and sheds additional light on the subject, defining a case as \"a container specifically designed for the purpose of housing a gun or bow and arrow device which completely encloses such gun or bow and arrow device by being zipped, napped, buckled, tied or otherwise fastened with no portion of the gun or bow and arrow device exposed.\" According to information supplied by the Illinois Department of Natural Resources and Illinois State Police, it is not illegal to have ammunition in the case with the firearm, provided the firearm is unloaded and properly enclosed in the case and the person transporting the weapon is in possession of a valid FOID card.
