What is populism?
Donald Trump, Silvio Berlusconi, Marine Le Pen, Hugo Chávez—populists are on the rise across the globe. But what exactly is populism? Should everyone who criticizes Wall Street or Washington be called a populist? What precisely is the difference between right-wing and left-wing populism? Does populism bring government closer to the people or is it a threat to democracy? Who are \"the people\" anyway and who can speak in their name? These questions have never been more pressing.In this groundbreaking volume, Jan-Werner Müller argues that at populism's core is a rejection of pluralism. Populists will always claim that they and they alone represent the people and their true interests. Constitutional Patriotism
Constitutional Patriotismoffers a new theory of citizenship and civic allegiance for today's culturally diverse liberal democracies. Rejecting conventional accounts of liberal nationalism and cosmopolitanism, Jan-Werner Müller argues for a form of political belonging centered on universalist norms, adapted for specific constitutional cultures. At the same time, he presents a novel approach to thinking about political belonging and the preconditions of democratic legitimacy beyond the nation-state. The book takes the development of the European Union as a case study, but its lessons apply also to the United States and other parts of the world. Müller's essay starts with an engaging historical account of the origins and spread of the concept of constitutional patriotism-the idea that political attachment ought to center on the norms and values of a liberal democratic constitution rather than a national culture or the \"global human community.\" In a more analytical part, he then proposes a critical conception of citizenship that makes room for dissent and civil disobedience while taking seriously a polity's need for stability over time. Müller's theory of constitutional patriotism responds to the challenges of the de facto multiculturalism of today's states--with a number of concrete policy implications about immigration and the preconditions for citizenship clearly spelled out. And it asks what civic empowerment could mean in a globalizing world.
Contesting democracy : political ideas in twentieth-century Europe
This book is the first major account of political thought in twentieth-century Europe, both West and East, to appear since the end of the Cold War. Skillfully blending intellectual, political, and cultural history, Jan-Werner Mller elucidates the ideas that shaped the period of ideological extremes before 1945 and the liberalization of West European politics after the Second World War. He also offers vivid portraits of famous as well as unjustly forgotten political thinkers and the movements and institutions they inspired.Mller pays particular attention to ideas advanced to justify fascism and how they relate to the special kind of liberal democracy that was created in postwar Western Europe. He also explains the impact of the 1960s and neoliberalism, ending with a critical assessment of today's self-consciously post-ideological age.
Measurement report: MAX-DOAS measurements characterise Central London ozone pollution episodes during 2022 heatwaves
Heatwaves are a substantial health threat in the UK, exacerbated by co-occurrence of ozone pollution episodes. Here we report on the first use of retrieved vertical profiles of nitrogen dioxide (NO2) and formaldehyde (HCHO) over Central London from a newly installed multi-axis differential optical absorption spectroscopy (MAX-DOAS) instrument coincident with two of three heatwaves for the hottest summer on record. We evaluate space-based sensor observations routinely used to quantify temporal changes in air pollution and precursor emissions over London. Collocated daily mean tropospheric column densities from the high-spatial-resolution space-based TROPOspheric Monitoring Instrument (TROPOMI) and MAX-DOAS, after accounting for differences in vertical sensitivities, are temporally consistent for NO2 and HCHO (both R = 0.71). TROPOMI NO2 is 27 %–31 % less than MAX-DOAS NO2, as expected from horizontal dilution of NO2 by TROPOMI pixels in polluted cities. TROPOMI HCHO is 20 % more than MAX-DOAS HCHO, greater than differences in past validation studies but within the range of systematic errors in the MAX-DOAS retrieval. The MAX-DOAS near-surface (0–110 m) retrievals have similar day-to-day and hourly variability to the surface sites for comparison of NO2 (R ≥ 0.7) and for MAX-DOAS HCHO versus surface site isoprene (R ≥ 0.7) that oxidises to HCHO in prompt and high yields. Daytime ozone production, diagnosed with MAX-DOAS HCHO-to-NO2 tropospheric vertical column ratios, is mostly limited by availability of volatile organic compounds (VOCs), except on heatwave days. Temperature-dependent biogenic VOC emissions of isoprene increase exponentially, resulting in ozone concentrations that exceed the regulatory standard for ozone and cause non-compliance at urban background sites in Central London. Locations in Central London heavily influenced by traffic remain in compliance, but this is likely to change with stricter controls on vehicle emissions of NOx and higher likelihood of heatwave frequency, severity, and persistence due to anthropogenic climate change.
Evaluation of the Use of Sub-Pixel Offset Tracking Techniques to Monitor Landslides in Densely Vegetated Steeply Sloped Areas
Sub-Pixel Offset Tracking (sPOT) is applied to derive high-resolution centimetre-level landslide rates in the Three Gorges Region of China using TerraSAR-X Hi-resolution Spotlight (TSX HS) space-borne SAR images. These results contrast sharply with previous use of conventional differential Interferometric Synthetic Aperture Radar (DInSAR) techniques in areas with steep slopes, dense vegetation and large variability in water vapour which indicated around 12% phase coherent coverage. By contrast, sPOT is capable of measuring two dimensional deformation of large gradient over steeply sloped areas covered in dense vegetation. Previous applications of sPOT in this region relies on corner reflectors (CRs), (high coherence features) to obtain reliable measurements. However, CRs are expensive and difficult to install, especially in remote areas; and other potential high coherence features comparable with CRs are very few and outside the landslide boundary. The resultant sub-pixel level deformation field can be statistically analysed to yield multi-modal maps of deformation regions. This approach is shown to have a significant impact when compared with previous offset tracking measurements of landslide deformation, as it is demonstrated that sPOT can be applied even in densely vegetated terrain without relying on high-contrast surface features or requiring any de-noising process.
Super-Resolution Restoration of MISR Images Using the UCL MAGiGAN System
High spatial resolution Earth observation imagery is considered desirable for many scientific and commercial applications. Given repeat multi-angle imagery, an imaging instrument with a specified spatial resolution, we can use image processing and deep learning techniques to enhance the spatial resolution. In this paper, we introduce the University College London (UCL) MAGiGAN super-resolution restoration (SRR) system based on multi-angle feature restoration and deep SRR networks. We explore the application of MAGiGAN SRR to a set of 9 MISR red band images (275 m) to produce up to a factor of 3.75 times resolution enhancement. We show SRR results over four different test sites containing different types of image content including urban and rural targets, sea ice and a cloud field. Different image metrics are introduced to assess the overall SRR performance, and these are employed to compare the SRR results with the original MISR input images and higher resolution Landsat images, where available. Significant resolution improvement over various types of image content is demonstrated and the potential of SRR for different scientific application is discussed.
Early versus Late Parenteral Nutrition in Critically Ill Adults
This controlled, randomized, multicenter trial compared early initiation (<2 days) with late initiation (≥8 days) of parenteral nutrition in adults in the intensive care unit. Late initiation was associated with less morbidity and enhanced recovery. Critical illness induces anorexia and the inability to eat normally, predisposing patients to serious nutritional deficits, muscle wasting, weakness, and delayed recovery. Whether artificial nutritional support improves the outcome for critically ill patients is unclear. The administration route, the time until the initiation of artificial nutrition, the number of calories, and the type of nutrients may be important. 1 – 3 Enteral nutrition is associated with fewer complications than parenteral nutrition and is less expensive to administer. 4 – 6 However, the use of enteral nutrition alone often does not achieve caloric targets. 7 In addition, underfeeding is associated with weakness, infection, 8 an increased duration . . .
Comprehensive Assessment of Sustainable Development of Terrestrial Ecosystem Based on SDG 15—A Case Study of Guilin City
Sustainable Development Goal 15 (SDG 15) specifically targets the protection, restoration, and sustainable use of terrestrial ecosystems, including forests, wetlands, mountains, and drylands, along with their biodiversity. This study localizes the SDG 15 indicator system and integrates geospatial and statistical data to construct an enhanced evaluation framework for assessing the sustainable development of terrestrial ecosystems at the county level. The proposed system encompasses key indicators such as forest coverage rate, terrestrial biodiversity, sustainable forest management, land degradation neutrality, mountain biodiversity, and mountain green cover index. Using Guilin City as a study area, the ecological status of each county was assessed over the period 2010 to 2020, providing valuable insights to guide ecological conservation and sustainable development efforts. The main results are as follows: (1) Spatial heterogeneity is evident in the distribution of key biodiversity areas, which are concentrated in the northern and southeastern mountainous regions of Guilin. (2) Land degradation during the assessment period is notably smaller than during the baseline period, though a significant gap remains toward achieving land degradation neutrality. (3) Sustainable development scores for terrestrial ecosystems show an overall upward trend across counties, but the poor performance in sustainable forest management affects the comprehensive sustainable development of terrestrial ecosystems in Guilin. The localized SDG 15 indicator system proposed in this paper can effectively quantify changes in terrestrial ecosystems and visualize their spatial distribution, and can effectively serve as a model for other sustainable development areas.
Time Series Analysis of Very Slow Landslides in the Three Gorges Region through Small Baseline SAR Offset Tracking
Sub-pixel offset tracking has been used in various applications, including measurements of glacier movement, earthquakes, landslides, etc., as a complementary method to time series InSAR. In this work, we explore the use of a small baseline subset (SBAS) Offset Tracking approach to monitor very slow landslides with centimetre-level annual displacement rate, and in challenging areas characterized by high humidity, dense vegetation cover, and steep slopes. This approach, herein referred to as SBAS Offset Tracking, is used to minimize temporal and spatial de-correlation in offset pairs, in order to achieve high density of reliable measurements. This approach is applied to a case study of the Tanjiahe landslide in the Three Gorges Region. Using the TerraSAR-X Staring Spotlight (TSX-ST) data, with sufficient density of observations, we estimate the precision of the SBAS offset tracking approach to be 2–3 cm on average. The results demonstrated accord well with corresponding GPS measurements.
Intercomparison of Surface Albedo Retrievals from MISR, MODIS, CGLS Using Tower and Upscaled Tower Measurements
Surface albedo is of crucial interest in land–climate interaction studies, since it is a key parameter that affects the Earth’s radiation budget. The temporal and spatial variation of surface albedo can be retrieved from conventional satellite observations after a series of processes, including atmospheric correction to surface spectral bi-directional reflectance factor (BRF), bi-directional reflectance distribution function (BRDF) modelling using these BRFs, and, where required, narrow-to-broadband albedo conversions. This processing chain introduces errors that can be accumulated and then affect the accuracy of the retrieved albedo products. In this study, the albedo products derived from the multi-angle imaging spectroradiometer (MISR), moderate resolution imaging spectroradiometer (MODIS) and the Copernicus Global Land Service (CGLS), based on the VEGETATION and now the PROBA-V sensors, are compared with albedometer and upscaled in situ measurements from 19 tower sites from the FLUXNET network, surface radiation budget network (SURFRAD) and Baseline Surface Radiation Network (BSRN) networks. The MISR sensor onboard the Terra satellite has 9 cameras at different view angles, which allows a near-simultaneous retrieval of surface albedo. Using a 16-day retrieval algorithm, the MODIS generates the daily albedo products (MCD43A) at a 500-m resolution. The CGLS albedo products are derived from the VEGETATION and PROBA-V, and updated every 10 days using a weighted 30-day window. We describe a newly developed method to derive the two types of albedo, which are directional hemispherical reflectance (DHR) and bi-hemispherical reflectance (BHR), directly from three tower-measured variables of shortwave radiation: downwelling, upwelling and diffuse shortwave radiation. In the validation process, the MISR, MODIS and CGLS-derived albedos (DHR and BHR) are first compared with tower measured albedos, using pixel-to-point analysis, between 2012 to 2016. The tower measured point albedos are then upscaled to coarse-resolution albedos, based on atmospherically corrected BRFs from high-resolution Earth observation (HR-EO) data, alongside MODIS BRDF climatology from a larger area. Then a pixel-to-pixel comparison is performed between DHR and BHR retrieved from coarse-resolution satellite observations and DHR and BHR upscaled from accurate tower measurements. The experimental results are presented on exploring the parameter space associated with land cover type, heterogeneous vs. homogeneous and instantaneous vs. time composite retrievals of surface albedo.
