Characteristics of piloting longitudinal birth cohort surveys: a systematic review
This paper aims to provide a comprehensive overview of piloting approaches, systemize piloting processes, and underline good practices in large scale longitudinal birth cohort studies. We identified 54 eligible studies, and by applying predefined inclusion criteria, we included 10 studies in the systematic review. The main findings are that the longitudinal birth cohort surveys most often include all three types of pilots in every sweep—pre-test, instruments pilot and dress rehearsal. Sampling procedures and sample sizes in pilots vary a lot depending on the type and aims of a pilot, and from sweep to sweep. The reporting on piloting and its key findings is regularly present in longitudinal birth cohort studies, especially for instruments pilots and dress rehearsals, while it is less common for pre-tests. Based on the findings, the recommendations for other researchers are to adopt the same terms for different types of pilots—pre-pilots, instruments pilots and dress rehearsals, to extend and uniform reports on piloting, to report information about pilots’ response and attrition rates, and to dedicate a separate chapter to piloting in survey general technical report.
A brute indicator for a NEET case
This article analyses the Not in Education, Employment or Training (NEET) concept and related indicators and its effects on both youth policies and the perception of young people. It is argued that a \"weak version\" of social exclusion is often used to explain the phenomenon. This leads both to defective policies (as a \"victim blaming\" approach tends to be developed instead of structural policies) and to the negative labelling of the NEET young people (as research and policies tend to focus on the individual's deficits and thus associate them with negative values). An alternative indicator is proposed, aimed at reducing the heterogeneity of the situations the concept includes and focus on the core NEET group. This restricted concept centres on those individuals who do not seem to have any objective impediment to study or work. Figures are calculated for the Spanish region of Catalonia and results show a lower proportion of people in a NEET situation; that the NEET rates for young people and adults are similar; that the phenomenon is not new; and confirm that it is related to the risk of social exclusion. These results reinforce the need for an approach which is more sensitive to inequalities to improve our understanding of the NEET population and to avoid the stigmatisation of individuals, generations and countries.
La nueva economia y la sobrecualificacion entre los jovenes catalanes. principales resultados de un nuevo sistema de indicadores
El artículo presenta los principales resultados de un nuevo sistema de indicadores para medir la sobrecualificación entre la población ocupada a partir de un tratamiento específico de los datos de la EPA. En la primera parte, se definen los principales conceptos relacionados con la sobrecualificación y se expone la perspectiva adoptada por el autor. En la segunda parte, se detallan las características del sistema de indicadores. En la tercera parte se exponen los principales resultados: se constata la importancia absoluta y relativa de la sobrecualificación; su crecimiento en los últimos años; la aparente estabilización de la sobrecualificación entre los jóvenes, paralela a su extensión entre los adultos; y el comportamiento diferenciado en función del sexo de los jóvenes. En las conclusiones, se recontextualiza el fenómeno de la sobrecualificación en el marco de la globalización y se discuten las posibles soluciones a esta problemática.
