Tomorrow's joint meeting of the Australian and New Zealand cabinets in Sydney recalls a time, back in 1840, when New Zealand was briefly a dependency of NSW. It also raises the question, last canvassed by an Australian parliamentary committee in 2006, of whether the two countries should become one.
