Environmental crises, which are consequences of resource-intensive lifestyles and are characterized to a large extent by both a changing climate and a loss of biodiversity, stress the urgent need for a global social-ecological transformation of the agro-food system. In this regard, the bioeconomy and bioeconomic innovations have frequently been seen as instrumental in addressing these grand challenges and contributing to more sustainable land use. To date, the question of how much bioeconomic innovations contribute to sustainability objectives remains unanswered. Against this background, we study four bioeconomic innovations using the case study of animal production and manure utilization in relation to their potential contributions to a social-ecological transformation. The analysis is based on the application of analytical categories derived from the literature that assess the normativity of these innovations and their implicit cultural changes. The results show that the innovations examined manifest existing thought styles and the incumbent socio-technical regime rather than contribute to a more fundamental transition. In this respect, we stress the importance of evolving alterative ideas in innovation design, applying more integrative approaches, such as embedding innovation processes into transdisciplinary processes, and developing adaptive and reflective governance approaches. In return, bioeconomic innovations should adjust towards the design mission of a social-ecological transformation and include a multitude of actors to discuss and harmonize contesting imaginaries and ethical concerns.

Biodiversity conservation is one of the most important objectives of protected areas. Most biodiversity assessment-related studies use the change in species abundance data to measure the level of biodiversity conservation. Yet for many areas, long-term species data are not available and thus it is necessary to use biodiversity indices to monitor the effect of land use (LU) changes or the impact of protected area establishment. Poyang Lake wetland is one of the most important wintering sites for migratory water birds on the East Asian-Australasian flyway. To protect this habitat, 14 nature reserves were created in the region between 1997 and 2003. This paper aims to assess the effect of nature reserve creation on the status of habitat for overwintering water birds in Poyang Lake wetland by analysing LU and land cover data from 1995, 2005 and 2015. We developed a composite biodiversity index to search for current biodiversity hotspots (conservation priority) in the study area. An integrated approach consisting of the Integrated Valuation of Ecosystem Services and Trade-offs model, GIS, fragment analysis and hotspot analysis was used to realize our objective. Our results showed that the creation of the nature reserve had positive effects on overwintering water bird habitat. However, tremendous changes (such as change of habitat area, quality and fragmentation) within and outside the nature reserve showed that the role of protected area still needs to be further discussed. Moreover, regional synthesis LU management plans such as ecological restoration should be carried out. The results of the habitat assessment also indicate that a comprehensive biodiversity index framework based on net primary productivity, habitat connectivity and habitat quality could be more efficient in assessing biodiversity and defining a reasonable protected area, from data obtain in large scale perspective.

Studies on Agri-environmental Measures: A Survey of the Literature

Agri-environmental measures (AEM) are incentive-based instruments in the European Union (EU) that provide payments to farmers for voluntary environmental commitments related to preserving and enhancing the environment and maintaining the cultural landscape. We review the AEM literature and provide an overview of important research topics, major research results and future challenges as discussed in the available literature concerning these measures. This review contributes to the existing literature by attempting to equally consider ecological and economic perspectives. The reviewed articles are analyzed regarding their regional focus, topics and methods. The analytical section of the article seeks to discuss commonly asked questions about AEM on the basis of results from reviewed studies. The vast amount of available literature provides valuable insights into specific cases and reveals a complex picture with few general conclusions. The existing research is usually either biased toward ecological or economic perspectives and fails to provide a holistic picture of the problems and challenges within agri-environmental programming (e.g., multiple measures, multiple target areas, legal aspects, financial constraints, transaction costs). Most empirical studies provide detailed insights into selected individual measures but are incapable of providing results at a level relevant to decision-making, as they neglect the role of farmers and the available AEM budget. Predominantly economic approaches often only consider rough assumptions of ecological and economic processes and are also not suitable for decision-making. Decision-support tools that build on these disciplinary results and simultaneously consider scheme factors and environmental conditions at high spatial resolution for application by the responsible authorities are rare and require further research.

Coherent spatial data are crucial for informed land use and regional planning decisions, particularly in the context of securing a crisis-proof food supply and adapting to climate change. This dataset provides spatial information on climate-robust and high-yield agricultural arable land in Brandenburg, Germany, based on the results of a classification using bio-economic climate simulations. The dataset is intended to support regional planning and policy makers in zoning decisions (e.g., photovoltaic power plants) by identifying climate-robust arable land with high current and stable future production potential that should be reserved for agricultural use. The classification method used to generate the dataset includes a wide range of indicators, including established approaches, such as a soil quality index, drought, water, and wind erosion risk, as well as a dynamic approach, using bio-economic simulations, which determine the production potential under future climate scenarios. The dataset is a valuable resource for spatial planning and climate change adaptation, contributing to long-term food security especially in dry areas such as the state of Brandenburg facing increased production risk under future climatic conditions, thereby serving globally as an example for land use planning challenges related to climate change.

Slurry Tales: Newspaper Coverage of Livestock Slurry Reproduces Public Discourse on Agriculture in Germany

The rapid transition of livestock husbandry in the 20th century involved a broad adoption of slurry-based livestock housing systems that resulted in farm economic benefits, but also in societal debate related to the environment and animal welfare. In this article, we apply the method of topic modeling to four major German newspapers to identify thematic emphases and changes in coverage around “slurry”. We considered more than 2300 articles published between 1971 and 2020. Our results show that reporting encompasses economic, environmental, and social topics in which slurry is represented mostly critically (“poisonous substance”), occasionally neutrally (“scent of countryside”), or rarely positively (“input for the bioeconomy”). Three meta-themes overarch the majority of issues and reflect public discourse on agriculture: (i) the dichotomy of agricultural industrialization and family farming; (ii) contrasting actualities of factory farming and animal welfare; and (iii) the responsibility of policy for the emergence, existence and solution of livestock and slurry-related problems. A more balanced recognition of mutual values and constraints by the media could contribute to a discursive reconciliation of public and private interests.

Farm adaptation to stricter nutrient management legislation and the implications for future livestock production: a review

Stricter nutrient surplus and lower emission targets are placing adaptation pressure on livestock farms in European countries, while the public debate on how farms should react upon this pressure is controversial. In this paper, we performed an integrative literature review on different farm adaptation options, including (i) structural adaptation, (ii) technological adaptation, (iii) manure redistribution, and (iv) farm system conversion. Our analysis showed that stricter environmental legislation, together with complementary supply- and demand-related drivers, induced various farm responses. These ranged from easy to implement solutions (e.g. moderate livestock destocking to the legal levels combined with the adoption of emission abatement technologies) to novel niche concepts (e.g. animal husbandry without slaughtering). Possible reactions of farmers differed in their complexity and feasibility across different farm types and involved different trade-offs between environmental and socioeconomic interests. Future livestock production is expected to be diverse with different coexisting models that combine features of different adaptation options. The private and public sustainability of these models depends on their ability to simultaneously address multiple emerging challenges (e.g. emission reduction, animal welfare, biosecurity, and circularity). Current technological solutions often focus on a single objective (e.g. emission reduction). Integrated and multifunctional solutions (e.g. low-emission animal welfare barns compatible with biosecurity measures) are not yet sufficiently adopted, which calls for a rethinking and shifting in priorities in legislation and funding schemes.

Knowledge Brokerage for Impact Assessment of Land Use Scenarios in Inner Mongolia, China: Extending and Testing the FoPIA Approach

While land serves numerous societal functions and contributes to sustainable development, it is often unclear how these functions are affected by political decisions and common drivers of land use change, such as economic development, climate change and demographic change. This study evaluates alternative land use scenarios in reference to a rural region of Inner Mongolia Autonomous Region (China), where various processes and decisions have historically triggered unsustainable development. The scientifically tested “Framework for Participatory Impact Assessment (FoPIA)” method is developed further to address specific features of the case study region, and its function as a knowledge-brokerage (KB) tool is evaluated. Three scenarios are developed and analysed in expert workshops. “Land intensification: Agriculture” and “Land intensification: Mining” scenarios are found to have mainly negative environmental and social effects and positive economic impacts, while the “Environmental conservation and tourism” scenario is found to more positively affect all three sustainability dimensions. Assessments of methodological phases show that the FoPIA primarily serves to establish the KB process and that the framework particularly benefits from early examinations of scientific results by policy makers.

Modelling Alternative Economic Incentive Schemes for Semi-Natural Grassland Conservation in Estonia

Semi-natural grasslands (SNGLs) in Estonia are threatened by abandonment. This threat is leading to concerns about the degradation of biodiversity within grassland communities. Despite the high relevance of economic incentives in this context, how such incentives influence land managers’ decision-making regarding the agricultural use of SNGLs has not been investigated. To obtain its socio-ecological implications for policy-making, we developed regionally specific agricultural scenarios (compensation payments, livestock capacity, hey export, and bioenergy production) and an interdisciplinary modelling approach that made it possible to simulate agricultural land use changes through land managers' responses to varied economic conditions. Through this approach, we found that some economic factors hampered the use of SNGLs: the moderate profitability of beef production, labour shortages, and the relatively high profitability of mulching. We observed a positive relationship between SNGLs and habitat suitability for breeding and feeding birds. However, due to the high maintenance costs of SNGLs, the modelling results indicated that increasing the use of SNGLs through public budgets caused crowding-out effects, i.e., the deteriorating market integration of regional agriculture. This study emphasises the need for policy measures aimed at cost-effective, labour-efficient management practices for SNGLs.

How the Agricultural Press Addresses the Slurry–Water Nexus: A Text Mining Analysis

Water pollution from intensive livestock husbandry is a persistent social-ecological problem. Since remedies require attention to the slurry–water nexus among practitioners, the agricultural press is a strategic entry point for agenda setting. Systematic content analysis can provide insights into how farming practices and sustainability issues are communicated, which may influence farmers’ attention to the issue and to potential solutions. To address this question, we present a semantic network analysis of three specialized farming magazines in Germany and analyze their coverage of the slurry–water nexus, in particular relationships of actors and issues and co-occurrence with political events. We used text mining methods in order to analyze a text corpus consisting of 4227 online articles published between 2010 and 2020. Results show that one fifth of all slurry-themed articles contained water-related content. We found a shift over time from dominantly management-oriented content towards a politicized debate with more actors and stronger semantic relationships with water protection constructed as an insulated stand-alone issue. This is accompanied by a shift from thematic reporting to episodic reporting focused on environmental legislation and compliance management. This implies less attention to innovations for water-conserving slurry management. Despite its shortcomings, episodic coverage may open up windows of opportunity to improve communication by experts and policy makers.

Spatial Targeting of Agri-Environmental Measures: Cost-Effectiveness and Distributional Consequences

Agri-environmental measures are payments to farmers to reduce environmental risks or to preserve cultivated landscapes. These measures are codified in European Union regulations. Poor spatial targeting is one of the major causes of low cost-effectiveness in agri-environmental measures. Existing studies on spatial targeting focus primarily on selected individual measures; hence, they do not allow for conclusions at the program level, where the planning and implementing of decisions on a number of different measures has to be made. In this study, we analyzed the impacts of two spatial targeting options (targeting of erosion-reducing measures on erosion vulnerable areas; targeting of grassland extensification on N-pollution vulnerable areas) on the cost-effectiveness of the single measures and the entire agri-environmental program of the federal state of Brandenburg in Germany. The methodological steps included an analysis of empirical data on land use and program participation, an expert-based environmental impact assessment and a spatial allocation procedure based on linear programming. The environmental impact assessment delivered goal-specific index values for each measures-land parcel combination expressing the suitability of the measures for contributing to four regionally relevant program objectives. The cost-effectiveness of the measures and the program were calculated by putting budgetary costs in relation to the achieved environmental index sum. The calculated cost-effectiveness of the program in 2006 was 89.6% of the simulated optimal cost-effectiveness. The spatial targeting of erosion-reducing measures on erosion vulnerable areas caused an increase in the cost-effectiveness at the measures level and almost no changes at the program level. The spatial targeting of grassland extensification on N-pollution vulnerable areas, despite also improving the cost-effectiveness of this measure, had negative effects on the cost-effectiveness of the program.
