يتحدث الكتاب عن الأساليب الحديثة لمشاركة القطاع الخاص في تنفيذ مرافق البنية التحتية حيث بعد أن شهدت الفترة التي تلت الحرب العالمية الثانية انحسارا الاقتصادية المختلفة ومنها مجال تنفيذ مرافق البنية التحتية فإن هذا الوضع قد بدأ بالتغير ابتداء منذ نهاية فترة الستينيات إذ بدأ اتجاه دولي واسع نحو تفعيل وتوسيع دور القطاع الخاص وقد كان نظام الخصخصة هو الأسلوب الأكثر تطبيقا في هذه المرحلة إلا أن السلبيات التي افرزها هذا النظام الأخير ولاسيما في مجال تقديم الخدمات العامة دفع بالكثير من الدول إلى محاولة إيجاد أساليب أخرى لمشاركة القطاع يمكن من خلالها تجنب مساوئ نظام الخصخصة من جهة وضمان اشتراك القطاع الخاص في مجال تقديم الخدمات العامة من جهة أخرى.

Tourism as a Locomotive for Economic Diversification and Sustainability
Tourism plays a crucial role in promoting revenue diversification and advancing sustainable development. This study explores Algeria's potential to utilize tourism as a means of reducing its reliance on hydrocarbon revenues. Employing a descriptiveanalytical methodology, the research analyses official data from Algeria's National Office of Statistics and the Border Police Directorate to evaluate tourism's impact on GDP, employment, and investment growth from 2019 to 2023. In addition, a comparative approach is used to benchmark Algeria's tourism sector against regional counterparts such as Tunisia and Morocco. The findings underscore the necessity of strategic infrastructure improvements, policy reforms, and investment incentives to unlock Algeria's tourism potential. Despite recent advancements, persistent challenges remain, including limited international visibility, regulatory constraints, and inadequate infrastructure. This study concludes with policy recommendations aimed at fostering sustainable tourism growth and enhancing Algeria's global competitiveness in the tourism sector.

الوظيفة التائهة لإسرائيل : كيف أسقط صعود آسيا هذه الوظيفة
يتحدث الكتاب عن نشأة إسرائيل الحقيقية والسابقة على وعد بلفور عام 1917، معتبرا أن الأخير ليس الوعد الأول الذي أعطي لليهود لإنشاء دولتهم على أرض فلسطين، بل سبقته وعود كثيرة، وقد اصطلح على تسميتها الوعود \"البلفورية\"، نسبة لآرثر بلفور البريطاني، ولعل أبرز هذه الوعود البلفورية كان وعد نابليون بونابرت الذي منحه لليهود عام 1799 خلال حملته على مصر أي قبل 118 سنة على إعلان آرثر بلفور، حيث دعى فيه نابليون اليهود إلى أن يسارعوا لاستلامهم إرثهم في فلسطين، وقال إن هذه اللحظة هي المناسبة الآن لذلك، والتي قد لا تتكرر لآلاف السنين. وقد نقل المؤلف نص هذا الوعد في الكتاب، قائلا إن نابليون كان يسعى من وراء ذلك لاستخدام اليهود في غزو المنطقة العربية، كما صرح هو أمام حكومة الإدارة الفرنسية لأمرين : الأول قطع طريق الهند على انكلترا وإيجاد مستعمرة فرنسية على هذا الطريق والثاني تحويل البحر المتوسط إلى بحيرة فرنسية. بالإضافة لذلك، يذكر الكاتب أن القيصر الروسي قد منح اليهود أيضاً وعداً لإنشاء دولة لهم في فلسطين عام 1901.

The Contribution of Digital Transformation in Improving the Quality of Comparative Study of Healthcare Institutions
This study evaluates the impact of digital transformation on healthcare service quality in Khenchela, using a comparative approach. By conducting a comparative study between healthcare institutions, the researcher compared health system indicators in Khenchela and projected global experiences and practices, placing these experiences in the context of Algeria. The results revealed a significant positive relationship between digital transformation and healthcare service quality, with notable improvements in medical record management, reduced patient waiting times, simplified appointment scheduling, increased diagnostic accuracy, and faster access to patient information. The comparative analysis showed varying levels of digital transformation implementation across institutions, which negatively impacted service quality due to disparities in infrastructure readiness and staff efficiency. The study recommends enhancing technological infrastructure, providing comprehensive training for healthcare workers, and establishing unified digital protocols across healthcare institutions in Khenchela to ensure consistent improvements in service quality.

From Traditional Management to Digital Management
This study aims to explore the transition from traditional management to digital management in Algeria, focusing on the challenges and strategies to overcome them. It examines the differences between the traditional and digital models, addressing technical and organizational challenges, infrastructure issues, and the development of digital skills. The study employs a descriptive- analytical approach to assess the current state of e-management and its strategies in Algeria. The findings indicate that the transformation requires addressing both technical and organizational challenges, and the proposed strategies offer effective solutions. Recommendations include improving technical infrastructure, enhancing training on digital skills, and developing integrated strategies that align with the local context.

Anticipating the Future of Digital Transformation in Algeria
Digital transformation is one of the basic pillars in the management of the global economy, and it means obtaining information, processing it and transforming it into knowledge capable of creating added value. Through this article, we aim to anticipate the future of digital transformation in Algeria and the most important driving forces for it. We relied on the forward-looking analytical approach when studying future scenarios for digital transformation in Algeria, as the study concluded that Algeria's performance in the field of digital transformation remains modest, and is dependent on both infrastructure. Digital, human capital, innovation, knowledge and technology, finance, digital security, and the Internet. The study recommends the need to establish an appropriate ground at the national level for digital transformation, whether it is related to the legal aspect, the human aspect and the material and financial capabilities.

مناخ الأعمال وأثره على استقطاب الاستثمار الأجنبي المباشر
يتناول هذا البحث مساهمة مناخ الأعمال في استقطاب الاستثمار الأجنبي المباشر، إذ يعتبر المناخ الجيد دليل على نمو وازدهار اقتصاد أي دولة، خصوصا ما تجلبه هذه الاستثمارات الأجنبية المباشرة من فوائد على الدولة المستضيفة لها، سوآءا على المستوى الاجتماعي الاقتصادي وحتى على المستوى السياسي. وقد ركزت هذه الدراسة على مختلف المفاهيم التي تناولت مناخ الأعمال والاستثمار الأجنبي المباشر الخاصة بالجزائر، بحيث اعتمدنا على المنهج الوصفي التحليلي، لكونه ملائما لمثل هذه الدراسات. وقد توصلت الدراسة إلى مجموعة من النتائج، ومن أهمها أن مناخ الأعمال في الجزائر مازال غير محفز الجذب الاستثمارات الأجنبية المباشرة بالرغم من الإمكانيات التي تتمتع بها الجزائر.
