The Reason behind the Weakness of the Communication Process between Teachers and Students in E-Learning in Algeria
Our paper is heading towards an unexplored area in Algeria. It is the technical method of courses; our hypothesis was that the courses may not meet the standards of e-learning, which weakens the communication process. Given that the course in e-learning is a design, this design is the least necessary to establish this process of communication. Indeed, after the examination of open courses and after applying the basic criteria that must be available in e-learning courses, i.e., the three systems: the entry system, the learning system, and the evaluation system- which are recommended by the ministry of higher education and what the platform of Moodle supports for \"dynamic learning\" to increase communication-we note that the sample courses are far from the standards of the three systems, with some differences in the results of the three systems: For the entry system, the majority of courses do not have an entry system; concerning the learning system, the majority of courses have it but remain very low; as for the evaluation system, the overwhelming majority do not have an evaluation system.

Scientific and technological advances, as well as the widespread use of the Internet, have led to the emergence of a new form of education known as elearning. E-learning is an educational approach that uses technology in all its forms to deliver information to learners in the shortest time, with minimal effort and maximum benefit. Algerian universities, like others, are required to keep pace with technological developments by effectively using information technology and offering new options in teaching and learning methods to ensure quality higher education. رقمنة قطاع التعليم العالي الجزائري
يسعى قطاع التعليم العالي في الجزائر إلى مواكبة التطورات التي يشهدها العالم، خاصة ما تعلق بتطوير تكنولوجيات المعلومات والاتصال، نظرا للمساهمة الكبير للرقمنة في تطوير العملية التعليمية وجودة نتائجها، عمدت الدولة الجزائرية من خلال وزارة التعليم العالي إلى اعتماد استراتيجية رقمنة قطاع التعليم الأكاديمي، وقد واجه هذا التحول العديد من الرهانات والتحديات لتجسيده في الواقع، وتسعى هذه الدراسة إلى التعرف على آليات الرقمنة ومتطلباتها وكذا الوقوف على التحديات والصعوبات التي تقف أمام توظيف الرقمنة في قطاع التعليم العالي الجزائري. وقد تم استخدام المنهج التحليلي الوصفي في هذه الدراسة المناسب لتحليل، وكذلك اعتمدنا على منهج الاتصال باعتبار أن الظاهرة بمثابة عملية تفاعلية تأثير وتأثر ومصدرها الأساس هو الاتصال.

إسهامات التحول الرقمي كتوجه استراتيجي في تحسين جودة خدمات الجامعة الجزائرية
في ظل هيمنة التكنولوجيا الحديثة والتقنية الذكية، أصبح التحول الرقمي توجها استراتيجيا وضرورة حتمية على الدول وحكوماتها التي تسعى إلى تطوير مؤسساتها وتحسين خدماتها. وعليه، تحاول هذه الورقة البحثية تسليط الضوء على إسهامات التحول الرقمي في تحسين جودة الخدمات العمومية بالجامعة الجزائرية عبر ابتكار وتطوير خدمات عمومية رقمية تهدف إلى تحسين تجربة الطالب، كفاءة الأستاذ وأداء الموظف والارتقاء بالجامعة الجزائرية إلى مصاف الجامعات العالمية. لإنجاز هذه الدراسة، تم إتباع المنهج الوصفي التحليلي عند التطرق إلى الإطار النظري للتحول الرقمي، التوجه الاستراتيجي، الخدمات العمومية الرقمية ثم التحديات التي تواجه الجامعة الجزائرية. وقد توصلت الدراسة إلى أن التحول الرقمي هو الركيزة الأساسية لتحسين جودة خدمات الجامعة الجزائرية وجعل التعليم العالي أكثر شمولية وابتكارا لدعم التقدم الأكاديمي والبحثي بشكل مستدام.

University Professors Representations of the Impact of Distance Education in Light of the Corona Pandemic on University Education
Like all social research that requires a goal to be conducted, the current study aims to investigate the nature of university professors' representations towards the distance education strategy in light of the Corona pandemic and the most prominent factors that contribute to activating this process. To answer its hypotheses, we had to rely on the social survey method and use the observation and questionnaire tools after distributing them to an experimental sample and subjecting them to arbitration. They were applied to a purposive sample consisting of 30 professors in the Department of Social Sciences at the University of Chlef. To reach objective results, we relied on the k2 test, Pearson's correlation coefficient, and the Spearman-Brown correction equation to test the validity and reliability of the tool. The results showed that there was agreement among professors towards this strategy in light of this pandemic in terms of its effectiveness.

ESP Teachers' Digitalized Pedagogical Literacy
With the indispensible necessity of accommodating with technological innovations especially in the field of education, Algerian university teachers are required to show digital literacy readiness in order to assure successful performance. This study utilizes secondary data to critically and systematically review research related to the Algerian English for specific purposes (ESP) teachers' digitalized professional development. Hence, this study seeks to inquire about strategies, practices, and expectations that can safely lead ESP Algerian practitioners toward high quality digitalized pedagogical literacy (DPL). Results of this study show that parameters evaluating ESP Algerian teachers' (DPL) are not yet well defined. In addition, though this type of literacy in the Algerian context is superficially researched, it is considered as a focal aspect of teachers' overall professional development. Future reviews may continue to trace new practices in the field of the Algerian ESP teachers' digitalized pedagogical literacy development.

تقييم تجربة التعليم عن بعد في الجزائر من وجهة نظر أساتذة التعليم العالي
بسبب أزمة كورونا أصبح التعليم عن بعد ضرورة حتمية وأنجع حل انتهجته الدول لتكملة التعليم الحضوري في كل أرجاء العالم، وكان لا بد من تقييم نتائج هذه التجربة وأثرها على كل الأسرة التعليمية كونها تجربة جديدة ومستعجلة. قامت وزارة التعليم العالي والبحث العلمي بدراسة تهدف إلى معرفة رأي الأستاذ في اعتماد عملية التعليم عن بعد، وجعله نمطا للتعليم إلى جانب التعليم الحضوري حتى بعد زوال الوباء. وقوفا عند آراء الأساتذة حول عملية التعليم عن بعد، وبالاعتماد على معطيات تشمل التخصص المدرس، القطاع التعليمي... يظهر أن هناك مشاكل تقنية وتنظيمية عديدة تواجه أساتذة التعليم العالي تضعف فعالية العملية التعليمية.
