Conditional cash transfers
2017
Conditional cash transfer (CCT) programs innovate by conditioning transfers to poor families on investments in the human capital of children and other family members. The Mexican CCT program Progresa/Oportunidades began in 1997 and has served as a model for many of the now over sixty countries with CCTs around the world, in large part due to its initial evaluation with an experimental design and numerous follow-up studies. This article reviews the literature on the development, evaluation, and findings of Progresa/Oportunidades, summarizing what is known about program effects, taking into account corrections for multiple-hypothesis testing.

How Effective Are Active Labor Market Policies in Developing Countries? A Critical Review of Recent Evidence

Jobs are the primary policy concern of policymakers in many countries. The 2007–2008 global financial crisis, rising demographic pressures, high unemployment rates, and concerns over automation all make it seem imperative that policymakers employ increasingly more active labor market policies. This paper critically examines recent evaluations of labor market policies that have provided vocational training, wage subsidies, job search assistance, and assistance moving to argue that many active labor market policies are much less effective than policymakers typically assume. Many of these evaluations find no significant impacts on either employment or earnings. One reason is that urban labor markets appear to work reasonably well in many cases, with fewer market failures than is often thought. As a result, there is less of a role for many traditional active labor market policies than is common practice. The review discusses examples of job-creation policies that do seem to offer promise, and concludes with lessons for impact evaluation and policy is this area.

Welfare reform, precarity and the re-commodification of labour

While welfare reform matters for workers and workplaces, it is peripheral in English-language sociology of work and industrial relations research. This article’s core proposition is that active labour market policies (ALMPs) are altering the institutional constitution of the labour market by intensifying market discipline within the workforce. This re-commodification effect is specified drawing on Marxism, comparative institutionalism, German-language sociology and English-language social policy analysis. Because of administrative failure and employer discrimination, however, ALMPs may worsen precarity without achieving the stated goal of increasing labour market participation.

E-governance, Accountability, and Leakage in Public Programs

Can e-governance reforms improve government policy? By making information available on a real-time basis, information technologies may reduce the theft of public funds. We analyze a large field experiment and the nationwide scale-up of a reform to India’s workfare program. Advance payments were replaced by “just-in-time” payments, triggered by e-invoicing, making it easier to detect misreporting. Leakages went down: program expenditures dropped by 24 percent, while employment slightly increased; there were fewer fake households in the official database; and program officials’ personal wealth fell by 10 percent. However, payment delays increased. The nationwide scale-up resulted in a persistent 19 percent reduction in program expenditure.

Labor Market Effects of Social Programs: Evidence from India's Employment Guarantee

We estimate the effect of a large rural workfare program in India on private employment and wages by comparing trends in districts that received the program earlier relative to those that received it later. Our results suggest that public sector hiring crowded out private sector work and increased private sector wages. We compute the implied welfare gains of the program by consumption quintile. Our calculations show that the welfare gains to the poor from the equilibrium increase in private sector wages are large in absolute terms and large relative to the gains received solely by program participants.

Bounding the Labor Supply Responses to a Randomized Welfare Experiment: A Revealed Preference Approach

We study the short-term impact of Connecticut's Jobs First welfare reform experiment on women's labor supply and welfare participation decisions. A nonparametric optimizing model is shown to restrict the set of counterfactual choices compatible with each woman's actual choice. These revealed preference restrictions yield informative bounds on the frequency of several intensive and extensive margin responses to the experiment We find that welfare reform induced many women to work but led some others to reduce their earnings in order to receive assistance. The bounds on this latter \"opt-in\" effect imply that intensive margin labor supply responses are nontrivial.

Testing for rank invariance of similarity in program evaluation

This paper discusses testable implications of rank invariance or rank similarity, assumptions that are common in program evaluation and in the quantile treatment effect (QTE) literature. We nonparametrically identify, estimate, and test the counterfactual distribution of potential ranks, or features of the distribution. The proposed tests allow treatment to be endogenous, with exogenous treatment following as a special case. The tests essentially do not require any additional assumptions other than those to identify and estimate QTEs. We apply the proposed tests to investigate whether the Job Training Partnership Act training causes trainees to systematically change their ranks in the earnings distribution.

Precarious Education-to-Work Transitions

This article looks at the process of education-to-work transitions in female-dominated welfare professions within the Slovenian post-crisis context marked by a workfarist agenda. It departs from a scholarship that conceptualises precarity as a transitional vulnerability and disaffiliation exacerbated by workfarist policies to explore the contemporary experience of those trying to achieve professional integration under a volatile workfarist regime. The findings reveal a mismatch between established regulations for early career recruitment and professional licensing and actual chances in the labour market to meet these requirements through available workfarist non-standard, entry-level jobs/schemes designed for particular status and/or socio-demographic groups. It gives new evidence that European workfare regimes exacerbate precarity and a novel understanding of state-manufactured precarisation as an intersectional process of marginalisation and discrimination that not only hinders integration into welfare professions, but also downloads the costs of social reproduction on the next generation, causes precarious ageing and widens intersectional differences.

Productive Workfare? Evidence from Ethiopia's Productive Safety Net Program

Despite the popularity of public works programs in developing countries, there is virtually no evidence on the value of the infrastructure they generate. This paper attempts to start filling this gap in the context of the PSNP – a largescale program implemented in Ethiopia since 2005. Under the program, millions of beneficiaries received social transfers conditional on their participation in activities such as land improvements and soil and water conservation measures. We examine the value of these activities using a satellite-based indicator of agricultural productivity and (reweighted) difference-in-differences estimates. Results show that the program is associated with limited changes in agricultural productivity. The upper bound of the main estimate is equivalent to a 3.6 percent increase in agricultural productivity. This contrasts with existing narratives and calls for more research on the productive effects of public works. (This abstract was borrowed from another version of this item.)
Employed in a SNAP? The Impact of Work Requirements on Program Participation and Labor Supply

Work requirements are common in US safety net programs. Evidence remains limited, however, on the extent to which work requirements increase economic self-sufficiency or screen out vulnerable individuals. Using linked administrative data on food stamps (SNAP) and earnings with a regression discontinuity design, we find robust evidence that work requirements increase program exits by 23 percentage points (64 percent) among incumbent participants. Overall program participation among adults who are subject to work requirements is reduced by 53 percent. Homeless adults are disproportionately screened out. We find no effects on employment and suggestive evidence of increased earnings in some specifications.
