How economic, humanitarian, and religious concerns shape European attitudes toward asylum seekers
What types of asylum seekers are Europeans willing to accept? We conducted a conjoint experiment asking 18,000 eligible voters in 15 European countries to evaluate 180,000 profiles of asylum seekers that randomly varied on nine attributes. Asylum seekers who have higher employability, have more consistent asylum testimonies and severe vulnerabilities, and are Christian rather than Muslim received the greatest public support. These results suggest that public preferences over asylum seekers are shaped by sociotropic evaluations of their potential economic contributions, humanitarian concerns about the deservingness of their claims, and anti-Muslim bias. These preferences are similar across respondents of different ages, education levels, incomes, and political ideologies, as well as across the surveyed countries.This public consensus on what types of asylum seekers to accept has important implications for theory and policy.
What works? A meta analysis of recent active labor market program evaluations
We summarize the estimates from over 200 recent studies of active labor market programs. We classify the estimates by type of program and participant group, and distinguish between three different post-program time horizons. Using regression models for the estimated program effect (for studies that model the probability of employment) and for the sign and significance of the estimated effect (for all the studies in our sample) we conclude that: (1) average impacts are close to zero in the short run, but become more positive 2–3 years after completion of the program; (2) the time profile of impacts varies by type of program, with larger average gains for programs that emphasize human capital accumulation; (3) there is systematic heterogeneity across participant groups, with larger impacts for females and participants who enter from long term unemployment; (4) active labor market programs are more likely to show positive impacts in a recession.
Technological Change and the Consequences of Job Loss
We examine the role of technological change in explaining the large and persistent decline in earnings following job loss. Using detailed skill requirements from the near universe of online vacancies, we estimate technological change by occupation and find that technological change accounts for 45 percent of the decline in earnings after job loss. Technological change lowers earnings after job loss by requiring workers to have new skills to perform newly created jobs in their prior occupation. When workers lack the required skills, they move to occupations where their skills are still employable but are paid a lower wage.
Does better job accessibility help people gain employment? The role of public transport in Great Britain
The combined decentralisation of many firms and services and the increasing concentration of traditional public transport services in the main corridors of urban centres have made it more difficult for people to access jobs, in particular when residing outside these prime accessibility areas. This is the first national study within the context of Great Britain to examine whether better public transport job accessibility, modelled at the micro level of individuals, improves employment probabilities for people living in Great Britain. While previous studies have typically concentrated on US metropolitan areas, our study uses British national employment micro datasets to assess which urban and rural areas and population groups would benefit from better public transport services. In an important departure from most standard accessibility methodologies, we computed a public transport job accessibility measure applied nationwide and combined this with individual-level employment probability models for Great Britain. The models were corrected for endogeneity by applying an instrumental variable approach. The study finds that better public transport job accessibility improves individual employment probabilities, in particular in metropolitan areas and smaller cities and towns with lower car ownership rates and in low-income neighbourhoods. It further shows that mainly lower educated groups and young people would benefit from better public transport job accessibility. Relational Work in the Family: The Gendered Microfoundation of Parents' Economic Decisions
How do parents decide what goods, experiences, and activities they can afford for their children during times of economic insecurity? This article draws on 72 in-depth interviews with U.S. professional middle-class families in which one parent is unemployed. Extending the concept of relational work, this study illuminates how the microfoundation of economic decisions is gendered. Families where fathers are unemployed take the approach of relational preservation: they seek to maintain a high threshold of expenditures on children and view curtailing child-related spending as a threat to their class status. These families see reducing expenditures on children as a parental, and especially paternal, failure. Families where mothers are unemployed take an approach of relational downscaling, lowering the threshold for essential expenditures on children. These families are reluctant to spend less on children’s education, but they do not view decreasing spending on other items, such as consumer goods, as threatening their class status. Gendering relational work reveals how inequalities within families are reproduced through meaning-making around expenditures on children, and it clarifies a key source of variation in parental economic decision-making.
Mismatch unemployment
We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in US unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL. Our calculations indicate that mismatch, across industries and three-digit occupations, explains at most one-third of the total observed increase in the unemployment rate. Occupational mismatch has become especially more severe for college graduates, and in the West of the United States. Geographical mismatch unemployment plays no apparent role.
Workplace learning and the future of work
Global disruption, technological advances, and population demographics are rapidly affecting the types of jobs that are available and the workers who will fill those jobs in the future of work. Successful workers in the dynamic and uncertain landscape of the workplace of the future will need to adapt rapidly to changing job demands, highlighting the necessity for lifelong learning and development. With few exceptions, industrial-organizational (I-O) psychologists have tended to take an organization-centered perspective on training and development; a perspective that promotes worker development as a means to organizational success. Hence, we call for a broadening of this view to include a person-centered perspective on workplace learning focused on individual skill development. A person-centered perspective addresses lifelong learning and skill development for those already in the labor force, whether they are working within or outside of organizations (e.g., gig workers), or those looking for work. It includes the most vulnerable people currently working or seeking work. We describe the factors affecting the future of work, the need to incorporate a person-centered perspective on work-related skill learning into I-O research and practice, and highlight several areas for future research and practice.
Separations, sorting, and cyclical unemployment
This paper establishes a new fact about the compositional changes in the pool of unemployed over the US business cycle. Using microdata from the Current Population Survey for the years 1962-2012, it documents that in recessions the pool of unemployed shifts toward workers with high wages in their previous job and that these shifts are driven by the high cyclicality of separations for high-wage workers. The paper finds that standard theories of wage setting and unemployment have difficulty in explaining these patterns and evaluates a number of alternative theories that do better in accounting for the new fact.
Co-Creation in an era of Welfare Conditionality – Lessons from Denmark
Welfare conditionality, and the underlying understanding of unemployment because of lack of motivation, has been widely criticized. This article analyses if and how more co-created services can be a pathway to address some of these challenges. As Denmark currently is moving towards a softening of welfare conditionality for the vulnerable unemployed, and local authorities try to develop models ‘in between’ welfare conditionality and genuine user involvement, this constitute a good case for analysing this question. The analysis build on comprehensive ethnographic data from a four-year research- and innovation project in six Danish municipalities. The employment services in the project have tried to design new strategies involving clients in the development and implementation of services. Among other things, this includes developing integrated services, qualifying the meeting and the talk between front-line workers and clients, engaging the employer side and NGO’s outside the public services and promoting other measures to ensure real involvement of the citizens in the processes. The analysis lists some of the potentials and pitfalls in these innovative processes and reflects upon the feasibility of such new type of co-created services.
Parental unemployment and the transition to vocational training in Germany
We examine the impact of parental unemployment and regional labour market conditions on the probability of a successful transition from non-academic secondary schooling to vocational training in Germany, using data from the National Educational Panel Study and multilevel logistic regression models. Although widely regarded as a low-cost, low-risk and high-gain vocational path, we nevertheless find a clear negative effect of parental unemployment on adolescents’ chances of entering an apprenticeship contract. We test for poorer school performance, reduced household income, reduced self-esteem and limited access to labour market information as potential mediators of the effect, and only find support for some limited impact of economic deprivation. However, we also show that in families where one parent has experienced unemployment shortly before the child’s own transition from secondary schooling, students’ chances of a successful transition depend much more strongly on regional labour market conditions than in families without parental experiences of unemployment. Even in a regulated transition system like Germany’s, adverse labour market conditions thus reinforce the intergenerational disadvantages induced by parental unemployment.
