Technology: Fraud nags at Google's grand strategy: The search giant has always offered its many services for nothing, but the threat of click fraud may change the way it does business
John Carreras was once a contented Google advertiser. He used text adverts that appeared alongside searches to bring people to his trade exhibition website. He happily paid Google a few cents for every referral, believing that anyone who clicked through to his site from Google was a likely customer. But then he attended a conference in Las Vegas, and he noticed something strange: the number of Google referrals he was getting dropped dramatically, only to rise again once the conference was over. If you add in a second kind of scam, where people earn themselves a little money from Google by clicking on ads they're hosting on their own sites, you can see the potential for malice. Click fraud, as it's called, is acknowledged by Google as a problem: last year, Google chief financial officer George Reyes described it as \"the biggest threat to the internet economy\". While Google Labs, as the company calls its development division, turns out new products at a cracking pace, Google remains largely dependent on just one source of income: advertising. Google would never admit to being uneasy about that reliance. Why should it? Advertising is doubling the company's revenue every year, and is expected to generate almost $10bn this year. But for all the undoubted strengths of its pay-per-click system, some worrying vulnerabilities have emerged.
Immigrants' attorneys brace for legal battle
[John Willshire-Carrera] is one of a handful of attorneys representing the group of more than 300 undocumented immigrants that were arrested on March 6 by federal agents at Michael Bianco Inc., a factory in New Bedford, Mass. That is the reason why Willshire-Carrera, who works for Greater Boston Legal Services, and about 10 other Massachusetts attorneys requested on Friday that the detainees being held in Texas be returned to Massachusetts as soon as possible. Massachusetts Sen. Edward Kennedy sent a letter to Department of Homeland Security Secretary Michael Chertoff asking him for the following: to release the names of the detainees and where they are being held; to return those being held out of the state to Massachusetts; to release the remaining detainees on their recognizance; and to meet with him to discuss the situation.

IN THE SCHOOLS Immigrant Students' Rights at Risk
\"Clearly, immigrant children - particularly the undocumented - are at risk for a variety of reasons,\" said Kathy Jarvis, a member of Advocates for Children of New York, an educational advocacy group. Jarvis also is a member of the school chancellor's Committee on Immigrant Affairs. According to John Willshire Carrera, an attorney specializing in immigration law who also directs the Immigrant Student Program for the National Coalition of Advocates for Students, the problems of undocumented students were compounded by the 1986 Immigration Reform and Control Act, which brought not only amnesty for millions of undocumented immigrants, but also sanctions for employers who hire undocumented workers. A 1982 U.S. Supreme Court decision in Plyler v. Doe ruled that public schools were prohibited from denying immigrant students access to a public education from kindergarten through 12th grade on the basis of their immigrant status, Carrera reminded the educators last week. The ruling covers undocumented as well as legal immigrants.

Click Fraud Victim Fights Back With New Software
Until now, advertisers have had to rely on the search engines themselves to ensure PPC data was legitimate and valid. With the use of WCW auditing services, web advertisers and marketers can take charge of the important job of protecting PPC advertising from fraud. WCW helps advertisers save money, preserve the integrity of marketing data generated by PPC links, and more effectively market their products and services to legitimate customers. WCW auditing services offer a comprehensive set of tools to detect, defeat and deter click fraud. WCW collects valid click data to track repeated clicks from the same user. This data can be provided to the PPC company as evidence of clicks as fraudulent or illegitimate that should not be charged to advertisers. WCW detects repeated clicks from all search engines, so that a user who clicks on PPC links in multiple search engines will still be identified as a repeat visitor generating fraudulent clicks.
