Enhancing the role of private sector partners in education can lead to significant improvements in education service delivery. However, the realization of such benefits depends in great part on the design of the partnership between the public and private sectors, on the overall regulatory framework of the country, and on the governmental capacity to oversee and enforce its contracts with the private sector. Under the right terms, private sector participation in education can increase efficiency, choice, and access to education services, particularly for students who tend to fail in traditional education settings. Private-for-profit schools across the world are already serving a vast range of usersâ€\"from elite families to children in poor communities. Through balanced public-private partnerships (PPPs) in education, governments can leverage the specialized skills offered by private organizations as well as overcome operating restrictions such as salary scales and work rules that limit public sector responses. Design and evaluation of a development portfolio: how to improve students' self-directed learning skills

In on-demand education, students often experience problems with directing their own learning processes. A Structured Task Evaluation and Planning Portfolio (STEPP) was designed to help students develop 3 basic self-directed learning skills: Assessing the quality of own performance, formulating learning needs, and selecting future learning tasks. A case study with 10 first-year students in the domain of hairdressing was conducted to evaluate STEPP's use, usability, and perceived effectiveness. Results from student interviews show that usability and use are influenced by several factors. Students with low prior hairdressing skills, a weakly developed personal approach to direct their own learning, and an inclination to update STEPP as part of their weekly routine, use STEPP more frequently than students without these characteristics. Both the supervisor and students who frequently used STEPP perceived its use as a positive contribution to the development of self-directed learning skills. Furthermore, this study provides guidelines for the design of development portfolios in on-demand education.

En este trabajo analizamos en qué medida la especialización de las economías regionales en sectores productivos intensivos en mano de obra no cualificada cuentan con tasas de abandono escolar prematuro más elevadas en sus sistemas escolares. Utilizando un panel de datos con las 17 Comunidades Autónomas españolas (2000-2013), encontramos una fuerte evidencia empírica de que aquellas que se especializan en sectores como la industria, la construcción, la agricultura o los servicios (excluidos los servicios del sector público) tienen tasas más altas de abandono escolar, frente a aquellos donde el sector público es más importante. Nuestros resultados comUniversitat plementan los estudios basados en microdatos de los determinantes de las tasas de abandono escolar prematuro, que se centran en las preferencias individuales, el estado civil de los padres y el entorno social. La conclusión que se puede sacar de nuestro estudio es que las políticas educativas dirigidas a reducir las tasas de abandono educativo temprano deben diseñarse considerando la estructura productiva de las regiones donde se implementarán.

This experimental study was designed to investigate whether supervision meetings, in which students receive specific advice on how to use a development portfolio to monitor their progress and plan their future learning, helps them to develop self-directed learning skills and improve their learning in the domain. In the first year of a hairdressing program in vocational education, supervision meetings were used to provide students with either specific advice or not. Students in the advice group (n = 21) formulated better learning needs, selected more suitable learning tasks, completed more practical assignments, and acquired more certificates than students in the feedback-only group (n = 22). Interviews also showed that students in the advice group appreciated the supervision meeting more and perceived them as more effective than students in the feedback-only group. Guidelines are provided for the use of development portfolios and the organization of supervision meetings in on-demand vocational education.

Social inquiry for higher education in Russia: Sociological context

The purpose of the work is to determine the characteristics of the social demand for higher education in Russia. The methodological basis of the research is built around the neo-institutional theory, namely D. North's theory of institutional evolution. A theoretical model of the social inquiry for higher education in Russia was developed; four factors with the greatest influence on the social demand were formulated: 1) social inertia; 2) market laws; 3) students' intentions; 4) fashion and trends. The research was conducted and the results of comprehension of features of the social demand for higher education in Russia were presented. The qualitative empirical research aimed at verification of the proposed model of the social inquiry along with the analysis and comparison of the importance of the formulated factors. The theoretical model of the social demand for higher education in Russia was developed; a comparison of concepts of the social inquiry was made.
