NEW TRADE AND ECONOMIC REGIONALISM: A SPACE OF OPPORTUNITIES IN GREATER EURASIA

The article is devoted to the issues of trade and economic integration in the Greater Eurasia region. The trends of regionalization in the Asia-Pacific region based on multilateral trade deals are studied. The analysis of the Regional Comprehensive Economic Partnership Agreement, the prerequisites for its conclusion, and the effects of implementation has been carried out. These issues were considered in conjunction with the implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, including considering the current prerequisites for its expansion. The authors investigate the issues of conjugation of the EAEU and integration processes in the Asia-Pacific region within the framework of the idea of the Greater Eurasian Partnership. Specific proposals for the organization of work, based on the mechanisms for implementing the EAEU’s international legal personality, have been formulated. An overview of the possible results of the conclusion of the Agreement in Greater Eurasia in the economic and geopolitical context is presented.

This study investigates the Eurasian Economic Union (EAEU) as a regional economic integration bloc, analyzing its evolution, trade integration, and industrial policy framework amid shifting global dynamics. Established in 2015, the EAEU has encountered structural challenges, geopolitical upheavals, and intensifying sanctions, especially following the war in Ukraine. These pressures have disrupted trade flows, widened economic disparities among member states, and tested the bloc's cohesion. The paper emphasizes the fact that enhancing competitiveness is critical for the resilience of the EAEU, with the industrial policy serving as the cornerstone of this effort. Employing trade indicators, such as intra-regional trade shares and the Revealed Comparative Advantage (RCA) index, the study highlights uneven integration and dependence on resource-based exports. It evaluates the institutional framework of the EAEU's industrial policy, focusing on subsidy harmonization, value-added industry development, and coordination between national and regional priorities. Despite persistent institutional weaknesses and external pressures, the findings suggest that fostering industrial modernization and achieving better synergy between domestic policies and regional ambitions could strengthen the bloc's resilience and global competitiveness. Ova studija istražuje Evroazijsku ekonomsku uniju (EAEU) kao regionalni ekonomski integracioni blok, istovremeno analizirajući njenu evoluciju, trgovinsku integraciju i okvir industrijske politike usred promena globalne dinamike. Osnovana 2015. godine, EAEU se suočavala sa strukturnim izazovima, geopolitičkim prevratima i sve intenzivnijim sankcijama, posebno od izbijanja rata u Ukrajini. Ti pritisci su doveli do prekida u trgovinskim tokovima, proširili su ekonomske disparitete među državama članicama Unije i testirali koheziju tog bloka. U ovom radu se naglašava činjenica da je sve jača konkurentnost od kritičnog značaja za otpornost EAEU, pri čemu industrijska politika služi kao kamen temeljac tog napora. Primenom trgovinskih indikatora kao što su međuregionalni udeli u trgovini i indeks otvorene komparativne prednosti, u ovoj studiji se ističu nejednaka integracija i zavisnost od izvoza zasnovanog na resursima. U njoj se procenjuje institucionalni okvir industrijske politike EAEU, usredsređujući se istovremeno na usklađivanje subvencija, razvoj industrije dodate vrednosti i koordinisanje nacionalnih i regionalnih prioriteta. Uprkos upornim institucionalnim slabostima i spoljašnjim pritiscima, nalazi do kojih se u ovoj studiji došlo ukazuju na to da bi podsticanje modernizacije industrije i ostvarivanje bolje sinergije domaćih politika i regionalnih ambicija mogli da pospeše otpornost tog bloka i njegovu globalnu konkurentnost.

This article examines the digital transformation processes in the Eurasian Economic Union (EEU), focusing on Kazakhstan to explore the intersection of technological development, scientific literacy, and labor market evolution. Drawing on official documents, regional initiatives, and scholarly literature, the study analyzes national and supranational strategies that foster digital ecosystems, respond to workforce adaptation challenges, and promote citizen science and technology competencies. The analysis identifies key initiatives adopted by the EEU, including cross-border employment platforms, digital customs systems, and national education and cybersecurity strategies. It also evaluates these initiatives’ implications from socio-educational and economic perspectives. Particular attention is given to scientific and digital literacy, which is defined as the ability to critically engage with technological environments and scientific information in daily and professional life. The study argues that Kazakhstan’s digital agenda should prioritize inclusive access to infrastructure, reform the educational system toward competency-based learning, align workforce reskilling with scientific and digital competencies, and strengthen research and innovation ecosystems. In this context, the article formulates strategic guidelines for Kazakhstan and the EEU to ensure equitable, participatory, and scientifically grounded digital transformation processes. Ultimately, the study contributes to the broader debate on how emerging economies can align digital development with inclusive education and labor strategies, thereby reinforcing the role of scientific literacy as a structural component of sustainable digitalization.

The Relationship Between Economic Integration, Economic Growth and High Technology: Eurasian Economic Integration and Turkey
NOABSTRACTEconomic integration is an extremely important institutional structure for countries in international trade, which is highly competitive, with the level of globalisation, innovation and communication technology.Economic integration, which leads to the formation of a resilient economic wall, such as risk sharing, increasing investment opportunities, free trade structure, technology transfer opportunities, common competitiveness against countries outside the union, began in the modern world with the Second World War, and examples began to be seen around the world in the 1990s when globalisation accelerated. The analysis was carried out using the Todo-Yamamoto method in the SPSS program.Due to its geopolitical position (both historical and geographical proximity to Europe, Asia and the Middle East), Turkey is in a more advantageous position than other countries in the world in terms of establishing or becoming economically integrated. However, Turkey’s history of economic integration has been rather unsuccessful. The fact that it has not made a sufficient contribution to the integration it has established or attempted to become a member of, and that it has become a unipolar rather than a multipolar integrator, means that it has not achieved sufficient efficiency in terms of international trade. For this reason, our study analyses Turkey’s relationship with Eurasian economic integration, with the idea that Turkey is striving for multipolar integration. In our study, the impact of the Eurasian Economic Integration’s foreign trade with Turkey on Turkey’s economic growth and exports of high-tech products was analysed with the Todo-Yamamoto Co-Integration Test in two periods, 2002-2015 and 2015-2022.As a result of the analysis, it is found that Eurasian Economic Integration has a positive effect on Turkey’s economic growth and exports of high-tech products. In the light of the data obtained, it has been assessed that the expansion of economic integration relations with the EEE and the benefits to be derived from the membership relationship will contribute to both Turkey’s economic growth and its technological infrastructure.

The article discusses alternatives to the development of the common electricity market of the Eurasian Economic Union countries. In the study, the authors identified three tasks: to analyze the process of forming a unified energy market for the EAEU countries; to assess the achievability of indicators of “greening” the economy of the EAEU countries according to the adopted Millennium Goals by 2025 and 2030; and to consider the impact of various factors on the development of the common electricity market of the Eurasian Economic Union countries in the conditions of the current economic crisis. The research hypothesis suggests that the energy unification of the countries will not lead to the abandonment of the use of traditional energy resources, but the need to increase the efficiency and environmental friendliness of their use will come into focus, and the active inclusion of the electric power industry in modern global “green” trends based on the development of renewable energy generation sectors will make it possible to solve the problems of energy security of countries more effectively in the long-term participants of the CEM. The authors believe that it is not a deficit but on the contrary an excess of traditional energy resources that provides a trend of progressive movement towards a “green” economy, and the manifestations of the “Dutch disease” with a properly structured state energy policy and effectively selected incentive measures cannot serve as a significant brake on this movement. At the same time, the formation of a common electricity market of the EAEU countries should prioritize not just the idea of integration but also the idea of creating an alternative electricity market based on the introduction of modern electricity generation technologies and the creation of conditions that stimulate the development of alternative energy.

The Factors that Drives the Cost Management Efficiency of Oil and Gas companies in Emerging Markets: The Case of Eurasian Economic Union

The main aim of this empirical work is to investigate cost management efficiency determinants of oil and gas companies in Eurasian Economic Union. The data was carefully gathered with updated financial data of 24,813 firm-year observations for the following period 2012-2020. Two main models were developed: with social responsibility and without social responsibility. In order to conduct panel data regression analysis, we employ two-step system GMM. The Durbin, Wu-Hausman test was used to find endogeneity, before we use the system GMM. Findings reveal that capital structure, taxes, and the oil demand crisis of 2014-2015 to be the most dominant determinants of cost management efficiency in the studied sample of oil and gas companies. Results suggest that increased taxes boost the cost management efficiency of oil and gas firms. Findings of the present study offer many insights and policy implications to help investors, managers, and policy makers. The contribution to the literature is twofold.

Projecting cardiovascular deaths averted due to trans fat policies in the Eurasian Economic Union

To demonstrate the potential impact on population health if policies designed to reduce population trans fatty acid (TFA) intake are successfully implemented in the Eurasian Economic Union (EAEU) in line with the WHO's guidelines to lower intake of TFA as a percentage of total energy intake to less than 1 %.
A projection exercise was conducted to estimate reductions in CVD-related deaths in countries of the EAEU if TFA policies are implemented in the EAEU. Plausibly causal, annual effects (in %) of Denmark's TFA policy on the evolution of CVD mortality rates were applied to project the potential effects of recently announced TFA policies in Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation under three TFA exposure scenarios.
Member States of the EAEU: Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation.
Data used for the projection exercise were based on estimates from natural experimental evidence from Denmark. National CVD mortality rates used were from WHO and the Organisation for Economic Cooperation and Development datasets.
In all countries and in all scenarios, deaths averted were ≤ 5 deaths/100,000 in year 1 and rose in years 2 and 3. The highest projected impacts in the high-exposure scenario were seen in Kyrgyzstan (39 deaths/100 000), with the lowest occurring in Armenia (24 deaths/100 000).
This study demonstrates the potential population health gains that can be derived from effective policies to reduce TFA in line with WHO guidance. Monitoring and surveillance systems are needed to evaluate the effectiveness of the TFA reduction policies in a national context.

BACKGROUND AND OBJECTIVES: Geopolitical risks have made significant changes in the integration ties between the countries of Central Asia, which has affected the sustainable development of the agro-industrial complex and food security. The adoption of urgent measures to improve food security, on the one hand, is a necessary condition for the development of the Republic of Kazakhstan, but on the other hand, it can lead to a decrease in the level of environmental security in the country if the possible consequences in the reintegration process are not considered. Therefore, this article aimed to examine the sustainable agriculture practices implemented in Kazakhstan’s agro-industrial complex to improve food security and reduce the environmental impact of agriculture.METHODS: To collect information, a mixed research strategy combining qualitative and quantitative methods was used. The collection of information was carried out in the summer of 2022 and consisted of three stages. In the first stage, statistical information was collected; in the second stage, a correlation analysis was carried out; and in the third stage, a survey of 40 experts was conducted.FINDING: The data obtained indicate that the efficiency of Kazakhstan’s agricultural production strongly and directly depends on the level of the country’s integration into the united Eurasian Economic Union market. Due to the geographical features of Kazakhstan’s location, it is necessary to develop areas that are primarily focused on the internal capabilities of the country. Internal changes will help the industry increase international competitiveness and efficiency while promoting sustainable development and ensuring food security and environmental safety.CONCLUSION: The article determined that it is necessary to prioritize developing multilateral partnerships to address transportation and logistics challenges in the export and import of agricultural products, and reduce dependence on the import of seeds, breeding products, fodder, and agricultural machinery. However, to effectively promote these areas, it is necessary to improve food security through the introduction of sustainable agriculture practices, such as crop diversification, conservation agriculture, integrated pest management, and drip irrigation.

Digitization in Eurasian higher education: A bibliometric analysis of institutional scientific collaboration and thematic trends

Objective. This study analyzed scientific publications on digitization in higher education in Eurasian countries using bibliometric indicators of term co-occurrence and institutional collaboration. These indicators were used to identify thematic dynamics, collaboration patterns, and the degree of regional scientific articulation in this field. Design/Methodology/Approach. This study employed a bibliometric approach to analyze scientific output related to digitization in higher education within the Eurasian Economic Area. To this end, data was extracted and processed from the Scopus database, including all publications available up to 2024. The bibliometric analysis focused on two main variables: the institutional affiliation of all authors and all keywords recorded in the documents. The first indicator examined intraregional scientific collaboration by analyzing co-authorship between institutions in the same region. The second indicator was the co-occurrence of key terms. Results/Discussion. The results of this study reveal a consolidating research field characterized by wide thematic diversity and an uneven collaborative structure. The analysis of term co-occurrence identified eight clusters, ranging from digital skills and e-learning to technological innovation, institutional automation, and emerging topics such as the digital economy, virtual reality, and vocational training strategies. This thematic variety reflects an expanding scientific agenda that addresses the pedagogical, technological, and organizational challenges of contemporary higher education. However, this conceptual dynamism sharply contrasts with the results of the institutional collaboration analysis. The network is highly centralized in Russia, whose institutions represent over 85% of the nodes on the map. Conclusions. A careful analysis of these results shows that the digitization of higher education in the region is a fragmented area of study, developed under disconnected scientific conditions. This dual fragmentation, both thematic and institutional, creates a major obstacle for developing academic integration policies, especially in a field that naturally requires interdisciplinary collaboration, knowledge sharing, and institutional cooperation.

The Impact of Eurasian Economic Union Membership on Mutual Trade in Services: What Are the Challenges for Small Economies?

Despite the fact that a decade has elapsed since the establishment of the Eurasian Economic Union (EAEU), the impact of the EAEU on the economic development of its member states remains a subject of ongoing debate. This article examines the mutual trade in services between the Eurasian Economic Union (EAEU) countries, with the aim of assessing the impact of membership on it. The difference-in-difference model has been applied for impact assessment. The model utilizes data from five EAEU member countries—Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia—capturing periods both before and after their EAEU membership, spanning 17 years in total. The results show that membership in the EAEU has significantly affected the exports of services from Russia and Belarus and has a less significant impact on the exports of services from Kazakhstan to the EAEU. At the same time, it has no significant effect on the exports of services from Kyrgyzstan and Armenia to other EAEU countries. In order to ascertain the challenges that exist, expert surveys among service exporters from Armenia have been conducted. Representatives of companies exporting various services to the EAEU have been selected as experts. The survey results indicate the presence of various barriers, including legal, logistical (for cargo transportation companies), and cultural challenges. These barriers encompass licensing difficulties, technical obstacles related to VAT refunds, a ban on cash payments, and difficulties with financial transfers due to sanctions against Russia. The findings of this research are of practical importance and can serve as a guideline for policymakers in the EAEU.
