Organizational Development and Educational Changes Management in Public Sector (Case Of Public Administration During War Time)
Purpose: The aim of this study is  analyze the importance of educational change for the effectiveness of organizational development and the role of organizational development in the processes of human development today, in the context of the information society and extreme social networking.   Theoretical framework:  Russia’s war against Ukraine has pushed up demand for (new) administrative processes. But this did not negate the need for institutions to develop their potential using various, for example digital tools, and to constantly improve the quality of educational services in the context of extreme conditions and extraordinary circumstances.   Design/methodology/approach:  Development of education creates new opportunities for the development of human potential for extreme social networking.   Findings:  The approaches of joint creative activity of the participants of the educational process (in the context of security challenges) as effective means that create an unfavorable context for educational changes are determined. It is emphasized that the development of human potential depends on the ability of education to be flexible to the needs of the information society. It is determined that the transformation of the social institute of education requires radical changes in the training of a new generation of managers with a high level of professionalism, culture, innovative creative thinking.   Research, Practical & Social implications:  It is found out that a set of theories of organizational development is submitted methodologically capacious for creation of conceptual models of management of educational changes.   Originality/value: Reasonably scientific bases of educational changes as objects of public management are characterized by tendentiousness of public management of educational changes on the basis of collective nature.
Issues Related to Human Resources Development in the Conditions of Industrial and Innovative Economy in the Republic of Kazakhstan
The presented article is relevant, as education, healthcare, culture, and social services are considered primarily as factors or conditions for the development and accumulation of labour potential. The accumulated labour potential ensures the competitiveness of the Republic of Kazakhstan, in the conditions of transition to an industrial and innovative economy. The accumulation of labour potential can be ensured with high living standards. The purpose of this article is to develop recommendations aimed at eliminating issues associated with the development of human resources in the conditions of an industrial and innovative economy in the Republic of Kazakhstan. The leading methods in the framework of this research are analysis, synthesis, methods of mathematical statistics, and graphical representation of the results. The main shortcomings associated with human resource development in the conditions of industrial and innovative economic growth were identified. An example of selecting a leader for an innovation implementation department who has the necessary qualities for such a position was presented. All this made it possible to identify the shortcomings that human resources face in their development in the conditions of industrial and innovative potential. The suggested recommendations can be taken as a basis for a target programme aimed at the development of labour potential of human resources in the conditions of industrial and innovative economic growth in the Republic of Kazakhstan. It was concluded that the country needs to focus on the main factors of human development, as this will have an increasing impact on economic competitiveness.
HUMAN RESOURCE MANAGEMENT TRENDS IN SLOVAKIA
Human potential introduces an enormous range of knowledge, skills, predictable and unpredictable responses, ways of perception, experience, and behaviour. The human potential in the corporate environment, i.e. people and their complex positive and negative abilities are mostly constructive, but sometimes destructive creators of new values and new knowledge. The need to implement changes in management systems is a challenge and a condition for future competitiveness these days. In this paper, the authors focus on the cultural-historical development of human resource management from the time when people were only a secondary component of production to the present when they are a key element in maintaining competitiveness. A survey conducted between 2010 and 2019 analyses how human resource management in Slovak organizations has changed over the past decade. The survey revealed several findings. The most fundamental is the trend of increasing the size of human resource management units or personnel departments in organizations.
The Inequality of Human Potential in Urban and Rural Areas: Risks and Opportunities
The results of a study focused on identifying differences between the city and the countryside in terms of human potential and the conditions for its development and implementation are presented. For the purpose of this study, the authors’ human development index (HDI) is used, which includes the original measurement of its three components (longevity, educational potential, and standard of living). In the “educational potential” component, instead of the traditional index “share of students in the total population 7 to 24 years old,” the index “share of the population 25 years old or older with vocational education” is substantiated and applied. This makes it possible to consider the accumulated educational potential of Russian citizens, which can be realized both in the field of work and in other areas of their lives and more accurately reflects the educational opportunities of the population. In the “standard of living” component, instead of the particular index “GDP per capita according to PPP,” the use of the index “purchasing power of household disposable resources” is justified. It considers more accurately the purchasing power of resources actually spent on consumption by urban and rural households with account for their size and structure. It has been revealed that villagers lag behind townspeople in terms of the HDI and all its components. Having considered the living conditions of both groups of the population, the authors show that the most pressing problem is the lack of opportunities for most urban and rural residents to realize their needs for improving the quality of housing conditions that are below average standards. The results of this study are of practical importance and can be used in the preparation and updating of the most important state documents.
Formation of Human Resources in the Personnel Management System of the Enterprise
Economic instability, aggravation of social problems, uncertainty of economic guidelines for the development of Ukraine indicate the need to revise the problems and prospects for the development of economic science and practice. The aim of the article is to determine the content of the main terms in the study of the formation of human resources in the system of personnel management of enterprise. The main hypothesis of the study was the assumption that clarification of the essence and content of the terminology of the subject area of the study will provide constructive discussions on the definition of the main problems and prospects for its development. The loss of controllability of the human resources of Ukrainian enterprises due to the war requires a revision of the technologies of its research on the basis of interdisciplinary synthesis. It will be appropriate to aim such a synthesis not at determining the possibilities of transformation of the economy focused on the production of goods exquisitely, but rather at the economy of expanded reproduction of the potential abilities of a person to respond to an increase in the uncommon situations in life. The effectiveness of such a response depends on the ability of managers to activate the professional potential of subordinates, their desire to generate unique ideas for overcoming crises. The efficiency of the use of human resources of enterprises depends on a constructive dialogue between the parties interested in its development. The starting point of the dialogue should be the agreement on the essence and content of the main terms.
Application of Markov chains in managing human potentials
Human potentials make a unique foundation to every organization. Due to individuals' differences which enable a business surroundings and create competitive advantage, it is necessary to coordinate them to the mission, vision and goals set by the organization in order to satisfy the needs for specific knowledge and skills, and effectively realize the defined business goals. Application of Markov chains enables prediction of random variables' movements. This study shows, via a practical example, predicting the necessity for human potentials in an ICT company throughout a period of three years.
A Non-Contact and Real-Time Measurement Technique of Human Body Potential Using Electrostatic Induction Current Accompanied by Human Body Motion
This paper describes a non-contact and real-time measurement technique of human body potential using ultra-sensitive electrostatic induction. When a participant moves his/her palm to a position approximately 30 cm away from an electrostatic induction sensor, electrostatic induction current flows transiently. It is clarified whether estimation of the human body potential is possible by simultaneously measuring the velocity of the participant’s palm and distance between the participant’s palm and sensor. In addition, even when the participant walks at a position approximately 50 cm away from the electrostatic induction sensor, it is confirmed that the estimation of human body potential is possible.
Archaea in the Human Microbiome and Potential Effects on Human Infectious Disease
Archaea represent a separate domain of life, next to bacteria and eukarya. As components of the human microbiome, archaea have been associated with various diseases, including periodontitis, endodontic infections, small intestinal bacterial overgrowth, and urogenital tract infections. Archaea are generally considered nonpathogenic; the reasons are speculative because of limited knowledge and gene annotation challenges. Nevertheless, archaeal syntrophic principles that shape global microbial networks aid both archaea and potentially pathogenic bacteria. Evaluating archaea interactions remains challenging, requiring clinical studies on inflammatory potential and the effects of archaeal metabolism. Establishing a culture collection is crucial for investigating archaea functions within the human microbiome, which could improve health outcomes in infectious diseases. We summarize potential reasons for archaeal nonpathogenicity, assess the association with infectious diseases in humans, and discuss the necessary experimental steps to enable mechanistic studies involving archaea.
DESIGN METHODS OF HUMAN DEVELOPMENT MANAGEMENT SYSTEM
The article discusses the concept of \"human development\" and the schematic diagram of the organizational design of regional management systems in relation to human development. Management as an organizational process in the study is considered as part of all social subsystems, specifies regularities of development and formation of new structures and functions. In the study applied the following methods: allocation of levels of models, techniques of domination, the allocation phases of the operation, the construction of generalized indicators, etc. As a result of research design problems of systems management human development revealed that the primary means of successful adaptation of organizations to changing conditions is an effective mechanism for management of human capacity, which will provide the best in current economic terms the end results that allows you to apply the concept of \"innovation potential\" in relation to the process of human development.
Reconsidering Virtuosity: Religious Innovation and Spiritual Privilege
Spiritual virtuosity is an important but neglected concept for theoretical and empirical scholarship about movements for religious and social change. Weber focused primarily on ascetic spiritual virtuosi who sought to transcend the world. We suggest that when virtuosi enter the larger society and become leaders in movements to democratize access to sanctification, their influence can be dramatic. By approaching virtuosity as a social form and focusing on activist virtuosi, we are able to consider virtuosi's individual attributes, their collective relationships, and the social contexts that shape the success or failure of their movements. We advance our argument with the help of case studies of two very different virtuosi-led movements: the central European Reformation and the American Human Potential Movement.
