Aboriginal rights claims and the making and remaking of history
\"The forums that were established during the second half of the twentieth century to address Aboriginal land claims have led to a particular way of engaging with and presenting Aboriginal, colonial, and national histories. The history that comes out of these land claim forums is often attacked for being \"presentist\": interpreting historical actions and actors through the lens of present day values, practices, and concerns. The history that emerges from these land-claims processes is often criticized for being \"presentist\" - inaccurately interpreting historical actions and actors through the lens of present-day values, practices, and concerns. In Aboriginal Rights Claims and the Making and Remaking of History, Arthur Ray examines how claims-oriented research is often fitted to the existing frames of indigenous rights law and claims legislation and, as a result, has influenced the development of these laws and legislation. The Rural State
2023 Marysa Navarro Best Book Prize, New England Council of Latin American Studies (NECLAS) A study of the intersection of rural populations, state formation, and the origins of political conflict in Peru. On the eve of the twentieth century, Peru seemed like a profitable and yet fairly unexploited country. Both foreign capitalists and local state makers envisioned how remote highland areas were essential to a sustainable national economy. Mobilizing Andean populations lay at the core of this endeavor. In his groundbreaking book, The Rural State, Javier Puente uncovers the surprising and overlooked ways that Peru's rural communities formed the political nation-state that still exists today. Puente documents how people living in the Peruvian central sierra in the twentieth century confronted emerging and consolidating powers of state and capital and engaged in an ongoing struggle over increasingly elusive subsistence and autonomies. Over the years, policy, politics, and social turmoil shaped the rural, mountainous regions of Peru until violent unrest, perpetrated by the Shining Path and other revolutionary groups, unveiled the extent, limits, and fractures of a century-long process of rural state formation. Examining the conflicts between one rural community and the many iterations of statehood in the central sierra of Peru, The Rural State offers a fresh perspective on how the Andes became la sierra, how pueblos became comunidades, and how indígenas became campesinos.
American Indian Health Policy: Historical Trends and Contemporary Issues
The United States has a trust responsibility to provide services to American Indians and Alaska Native (AI/AN) persons. However, a long-standing history of underfunding of the Indian Health Service (IHS) has led to significant challenges in providing services. Twentieth century laws, including the Snyder Act, Transfer Act, Indian Self-Determination and Education Assistance Act, and Indian Health Care Improvement Act (IHCIA) have had an effect on the way health services are provided. IHCIA was reauthorized as part of the Patient Protection and Affordable Care Act (ACA). Several provisions in ACA allow for potential improvements in access to services for AI/AN populations and are described herein. Although policy developments have been promising, IHS underfunding must be resolved to ensure improved AI/AN health.
Colonisation - It's bad for your health: The context of Aboriginal health
Australia's history is not often considered to be an indicator of any person's health status. However, as health professionals we are taught the importance of taking and listening to our client's detailed history to assist us in our comprehension of the issues impacting upon their lives. This skill base is an important one in that it makes available valuable information that assists the health professional to be discerning of intimate and specific circumstances that could contributeto health related problems not previously diagnosed. It is a vital screening tool. I would like to advocate that history taking, that being Australia's colonial, political, social and economic histories be a course of action undertaken by all health professionals working with Aboriginal and Torres Strait Islander peoples. Health researchers of recent years have been able to clearly illustrate that there is a powerful relationship between health status and individuals or collectives; social, political and economic circumstances (Marmot, 2011; Marmot ... Wilkinson, 2001; Saggers ... Gray, 2007). This way of knowing how health can be affected through such social health determinants is an important health competency (Anderson, 2007; Marmot, 2011). As such this paper delivers a timeline of specific historical and political events, contributing to current social health determinants that are undermining Indigenous Australians health and well-being. This has been undertaken because most Australians including Indigenous Australians have not benefited from a balanced and well informed historical account of the past 200 and something years. The implication of this lack of knowing unfortunately has left its effect on the way health service providers have delivered health to Indigenous children, mothers, fathers, and their communities. Indigenous Australians view the way forward in improving health outcomes, as active partners in their health service delivery. This partnership requires health professionals to listen to their clients, with respect and a decolonising gaze.
Education for Extinction
The last \"Indian War\" was fought against Native American children in the dormitories and classrooms of government boarding schools. Only by removing Indian children from their homes for extended periods of time, policymakers reasoned, could white \"civilization\" take root while childhood memories of \"savagism\" gradually faded to the point of extinction. In the words of one official: \"Kill the Indian and save the man.\" This fully revised edition of Education for Extinction offers the only comprehensive account of this dispiriting effort, and incorporates the last twenty-five years of scholarship. Much more than a study of federal Indian policy, this book vividly details the day-to-day experiences of Indian youth living in a \"total institution\" designed to reconstruct them both psychologically and culturally. The assault on identity came in many forms: the shearing off of braids, the assignment of new names, uniformed drill routines, humiliating punishments, relentless attacks on native religious beliefs, patriotic indoctrinations, suppression of tribal languages, Victorian gender rituals, football contests, and industrial training. Especially poignant is Adams's description of the ways in which students resisted or accommodated themselves to forced assimilation. Many converted to varying degrees, but others plotted escapes, committed arson, and devised ingenious strategies of passive resistance. Adams also argues that many of those who seemingly cooperated with the system were more than passive players in this drama, that the response of accommodation was not synonymous with cultural surrender. This is especially apparent in his analysis of students who returned to the reservation. He reveals the various ways in which graduates struggled to make sense of their lives and selectively drew upon their school experience in negotiating personal and tribal survival in a world increasingly dominated by white men. The discussion comes full circle when Adams reviews the government's gradual retreat from the assimilationist vision. Partly because of persistent student resistance, but also partly because of a complex and sometimes contradictory set of progressive, humanitarian, and racist motivations, policymakers did eventually come to view boarding schools less enthusiastically. Based upon extensive use of government archives, Indian and teacher autobiographies, and school newspapers, Adams's moving account is essential reading for scholars and general readers alike interested in Western history, Native American studies, American race relations, education history, and multiculturalism.
Extraction, Assimilation, and Accommodation: The Historical Foundations of Indigenous–State Relations in Latin America
Why do some Indigenous communities experience assimilation while others obtain government protection for their long-standing institutions and cultures? I argue that historical experiences with state-led labor conscription play a key role. In the early twentieth century, Latin American governments conscripted unpaid Indigenous labor to build infrastructure. Community leaders threatened by this conscription were more likely to mobilize their communities to resist it. The mobilization of this collective action later empowered community leaders to achieve state protections for Indigenous institutions and cultures, or “accommodation.” I test this argument using a natural experiment where communities’ eligibility for labor conscription to build a 1920s Peruvian highway was as-if randomly assigned. I develop a measure of accommodation that considers both the existence and enforcement of laws protecting Indigenous institutions and cultures. I evaluate the mechanisms using data on Indigenous mobilization. The findings demonstrate how historical extraction shaped contemporary Indigenous–state relations.
The Origins of Indigenism
\"International indigenism\" may sound like a contradiction in terms, but it is indeed a global phenomenon and a growing form of activism. In his fluent and accessible narrative, Ronald Niezen examines the ways the relatively recent emergence of an internationally recognized identity—\"indigenous peoples\"—intersects with another relatively recent international movement—the development of universal human rights laws and principles. This movement makes use of human rights instruments and the international organizations of states to resist the political, cultural, and economic incursions of individual states. The concept \"indigenous peoples\" gained currency in the social reform efforts of the International Labor Organization in the 1950s, was taken up by indigenous nongovernmental organizations, and is now fully integrated into human rights initiatives and international organizations. Those who today call themselves indigenous peoples share significant similarities in their colonial and postcolonial experiences, such as loss of land and subsistence, abrogation of treaties, and the imposition of psychologically and socially destructive assimilation policies. Niezen shows how, from a new position of legitimacy and influence, they are striving for greater recognition of collective rights, in particular their rights to self-determination in international law. These efforts are influencing local politics in turn and encouraging more ambitious goals of autonomy in indigenous communities worldwide.
Blood Will Tell
Blood Will Tellreveals the underlying centrality of \"blood\" that shaped official ideas about who was eligible to be defined as Indian by the General Allotment Act in the United States. Katherine Ellinghaus traces the idea of blood quantum and how the concept came to dominate Native identity and national status between 1887 and 1934 and how related exclusionary policies functioned to dispossess Native people of their land. The U.S. government's unspoken assumption at the time was that Natives of mixed descent were undeserving of tribal status and benefits, notwithstanding that Native Americans of mixed descent played crucial roles in the national implementation of allotment policy.Ellinghaus explores on-the-ground case studies of Anishinaabeg, Arapahos, Cherokees, Eastern Cherokees, Cheyennes, Chickasaws, Choctaws, Creeks, Lakotas, Lumbees, Ojibwes, Seminoles, and Virginia tribes. Documented in these cases, the history of blood quantum as a policy reveals assimilation's implications and legacy. The role of blood quantum is integral to understanding how Native Americans came to be one of the most disadvantaged groups in the United States, and it remains a significant part of present-day debates about Indian identity and tribal membership.Blood Will Tellis an important and timely contribution to current political and scholarly debates.
Nazi indoctrination and anti-Semitic beliefs in Germany
Attempts at modifying public opinions, attitudes, and beliefs range from advertising and schooling to “brainwashing.” Their effectiveness is highly controversial. In this paper, we use survey data on anti-Semitic beliefs and attitudes in a representative sample of Germans surveyed in 1996 and 2006 to show that Nazi indoctrination––with its singular focus on fostering racial hatred––was highly effective. Between 1933 and 1945, young Germans were exposed to anti-Semitic ideology in schools, in the (extracurricular) Hitler Youth, and through radio, print, and film. As a result, Germans who grew up under the Nazi regime are much more anti-Semitic than those born before or after that period: the share of committed anti-Semites, who answer a host of questions about attitudes toward Jews in an extreme fashion, is 2–3 times higher than in the population as a whole. Results also hold for average beliefs, and not just the share of extremists; average views of Jews are much more negative among those born in the 1920s and 1930s. Nazi indoctrination was most effective where it could tap into preexisting prejudices; those born in districts that supported anti-Semitic parties before 1914 show the greatest increases in anti-Jewish attitudes. These findings demonstrate the extent to which beliefs can be modified through policy intervention. We also identify parameters amplifying the effectiveness of such measures, such as preexisting prejudices. Significance Attempts at modifying public opinions, attitudes, and beliefs range from advertising and schooling to “brainwashing.” Their effectiveness is highly controversial. We demonstrate that Nazi indoctrination––with its singular focus on fostering racial hatred––was highly effective. Germans who grew up under the Nazi regime are much more anti-Semitic today than those born before or after that period. These findings demonstrate that beliefs can be modified massively through policy intervention. We also show that it was probably Nazi schooling that was most effective, and not radio or cinema propaganda. Where schooling could tap into preexisting prejudices, indoctrination was particularly strong. This suggests that confirmation bias may play an important role in intensifying attitudes toward minorities.
