Ecological and socioeconomic effects of China's policies for ecosystem services
To address devastating environmental crises and to improve human well-being, China has been implementing a number of national policies on payments for ecosystem services. Two of them, the Natural Forest Conservation Program (NFCP) and the Grain to Green Program (GTGP), are among the biggest programs in the world because of their ambitious goals, massive scales, huge payments, and potentially enormous impacts. The NFCP conserves natural forests through logging bans and afforestation with incentives to forest enterprises, whereas the GTGP converts cropland on steep slopes to forest and grassland by providing farmers with grain and cash subsidies. Overall ecological effects are beneficial, and socioeconomic effects are mostly positive. Whereas there are time lags in ecological effects, socioeconomic effects are more immediate. Both the NFCP and the GTGP also have global implications because they increase vegetative cover, enhance carbon sequestration, and reduce dust to other countries by controlling soil erosion. The future impacts of these programs may be even bigger. Extended payments for the GTGP have recently been approved by the central government for up to 8 years. The NFCP is likely to follow suit and receive renewed payments. To make these programs more effective, we recommend systematic planning, diversified funding, effective compensation, integrated research, and comprehensive monitoring. Effective implementation of these programs can also provide important experiences and lessons for other ecosystem service payment programs in China and many other parts of the world.
Effects of payments for ecosystem services on wildlife habitat recovery
Conflicts between local people's livelihoods and conservation have led to many unsuccessful conservation efforts and have stimulated debates on policies that might simultaneously promote sustainable management of protected areas and improve the living conditions of local people. Many government-sponsored payments-for-ecosystem-services (PES) schemes have been implemented around the world. However, few empirical assessments of their effectiveness have been conducted, and even fewer assessments have directly measured their effects on ecosystem services. We conducted an empirical and spatially explicit assessment of the conservation effectiveness of one of the world's largest PES programs through the use of a long-term empirical data set, a satellite-based habitat model, and spatial autoregressive analyses on direct measures of change in an ecosystem service (i.e., the provision of wildlife species habitat). Giant panda (Ailuropoda melanoleuca) habitat improved in Wolong Nature Reserve of China after the implementation of the Natural Forest Conservation Program. The improvement was more pronounced in areas monitored by local residents than those monitored by the local government, but only when a higher payment was provided. Our results suggest that the effectiveness of a PES program depends on who receives the payment and on whether the payment provides sufficient incentives. As engagement of local residents has not been incorporated in many conservation strategies elsewhere in China or around the world, our results also suggest that using an incentive-based strategy as a complement to command-and-control, community- and norm-based strategies may help achieve greater conservation effectiveness and provide a potential solution for the park versus people conflict. Los conflictos entre el bienestar de los habitantes locales y la conservación han derivado en numerosos esfuerzos de conservación sin éxito y han estimulado los debates sobre las políticas que pueden simultáneamente promover el manejo sustentable de las áreas protegidas y mejorar las condiciones de vida de los locales. En todo el mundo se han implementado muchas estrategias de pagos por servicios ambientales (PSA) patrocinados por el gobierno. Sin embargo, se han realizado pocas evaluaciones de su efectividad, y muchas menos se han realizado para medir directamente sus efectos sobre los servicios ambientales. Realizamos una evaluación empírica y espacialmente explícita de la efectividad de conservación de uno de los programas de PSA más grandes del mundo por medio del uso de un conjunto de datos empíricos a largo plazo, un modelo de hábitat con base satelital y análisis espaciales auto-regresivos sobre las medidas directas del cambio en un servicio ambiental (es decir, el suministro de hábitat para especies de fauna). El hábitat del panda gigante (Ailuropoda melanoleuca) mejoró en la Reserva Natural Wolong en China después de la implementación del Programa de Conservación de Bosques Naturales. La mejoría fue más pronunciada en las áreas monitoreadas por los residentes locales que en aquellas monitoreadas por el gobierno local, pero solamente cuando se proporcionó un pago mayor. Nuestros resultados sugieren que la efectividad del programa de PSA depende de quién recibe el pago y si el pago proporciona incentivos suficientes. Changes in ecosystem services and an analysis of driving factors for China's Natural Forest Conservation Program
China's Natural Forest Conservation Program (NFCP) is aimed at improving the fragile and unstable ecological environment and has become one of the largest ecological restoration programs in the world because of its enormous investment and effects. It is important to work out and strengthen new measures to overcome difficulties to promote more ecosystem services and human well‐being in the NFCP. This study focused on how to evaluate the ecosystem services change brought about by implementing the NFCP. Taking the key state‐owned forest areas in the Northeast and Inner Mongolia as the study area, we provide a basic overview of development and construct an evaluation index system and a distributed calculation method for the NFCP to analyze the implications of the NFCP on ecosystem services combined with multi‐source data coupling. An evaluation index system for NFCP ecosystem services was constructed. The system includes five ecological service functions and 12 evaluation indices. The trade‐off and/or synergistic analysis of ecosystem services were carried out. The regional characteristics and changes in the NFCP ecosystem services were emphasized. Although it has not been implemented for a long time, the NFCP has had a great impact on ecosystem services because it reduces soil and water losses, increases soil fertility, strengthens the forest carbon sink and helped the forest accumulate nutrients and purify the atmosphere. Socioeconomic factors affect the NFCP ecosystem services, such as the implementation area of NFCP, investment amount of NFCP, area ratio of nature reserves, and yield of tree stock volume. Policy drivers of the NFCP, changes in the economic structure and reductions in forest yield are the main factors affecting the change in NFCP ecosystem services. Although the NFCP has positively affected the society, the economy, and the ecological environment, it has also generated some problems, such as the improper management of forest resources, shortage of capital investment, staff transfer, etc. The social and economic problems will be transient with implementation of the NFCP, and the structural changes in forestry and agriculture may eventually benefit the forestry workers and other stakeholders. Assessing the Effectiveness of Payments for Ecosystem Services
Payments for ecosystem services (PES) have increasingly been implemented to protect and restore ecosystems worldwide. The effectiveness of conservation investments in PES may differ under alternative policy scenarios and may not be sustainable because of uncertainties in human responses to policies and dynamic human-nature interactions. To assess the impacts of these interactions on the effectiveness of PES programs, we developed a spatially explicit agent-based model: human and natural interactions under policies (HANIP). We used HANIP to study the effectiveness of China’s Natural Forest Conservation Program (NFCP) and alternative policy scenarios in a coupled human-nature system, China’s Wolong Nature Reserve, where indigenous people’s use of fuelwood affects forests. We estimated the effects of the current NFCP, which provides a cash payment, and an alternative payment scenario that provides an electricity payment by comparing forest dynamics under these policies to forest dynamics under a scenario in which no payment is provided. In 2007, there were 337 km² of forests in the study area of 515 km². Under the baseline projection in which no payment is provided, the forest area is expected to be 234 km² in 2030. Under the current NFCP, there are likely to be 379 km² of forests in 2030, or an increase of 145 km² of forests to the baseline projection. If the cash payment is replaced with an electricity payment, there are likely to be 435 km² of forests in 2030, or an increase of 201 km² of forests to the baseline projection. However, the effectiveness of the NFCP may be threatened by the behavior of newly formed households if they are not included in the payment scheme. In addition, the effects of socio-demographic factors on forests will also differ under different policy scenarios. Human and natural interactions under policies (HANIP) and its modeling framework may also be used to assess the effectiveness of many other PES programs around the world.
Effects of Natural Disasters on Conservation Policies: The Case of the 2008 Wenchuan Earthquake, China
Conservation policies are increasing in response to human-induced ecosystem degradation, but little is known about their interplay with natural disasters. Through an analysis of satellite imagery and field data we evaluated the impacts of a devastating earthquake on forest recovery and avoided forest loss estimated to have been obtained by two of the largest conservation programs in the world. Results show that more than 10% of the forests in Wenchuan County, Sichuan province, China were immediately affected by the 2008 earthquake, offsetting some gains in forest cover observed since the enactment of the conservation programs. But without the enactment of these conservation programs, the combined effects of human disturbance and earthquake-induced landslides could have severely reduced the region's forest cover. The continuation—and enhancement—of incentives for participation in conservation programs will be important for reducing the environmental impacts of the combined effects of human disturbance and natural hazards not only in the study area but also in many disaster-prone regions around the world.
Determining the Success of China’s Forest Conservation Policy: A Cost–Benefit Analysis of China’s Natural Forest Conservation Program
To promote vegetation conservation and greening of the Earth, nations around the world have invested heavily in ecological conservation programs such as China’s Natural Forest Conservation Program (NFCP), which covered 1.5 × 10 6 km 2 in 17 provinces. However, it’s uncertain whether this investment will ultimately pay off. To answer this question, we developed a novel method of quantifying costs and benefits that accounts for more of the costs associated with ecological restoration, thereby letting us calculate the net benefit. Our results showed that the NFCP provided huge net benefits, at an estimated 2.9 × 10 12 RMB·yr − 1 , versus a cost of 0.9 × 10 12 RMB·yr − 1 . The return on investment of the NFCP is therefore more than 3 to 1. However, the subsidy to residents affected by the NFCP was only 4 × 10 9 RMB·yr − 1 , accounting for less than 0.5% of the cost. This means that residents of the areas affected by the program bore more than 99.5% of the cost. As the NFCP demonstrates, China’s green policy has a high net benefit overall, and this suggests that ecological restoration efforts can have a positive ecological and economic impact. To restore equity and achieve both ecological restoration and poverty alleviation, we recommend that governments share the benefits of ecological restoration with those who are most strongly affected.
Turning the Tide: How Blue Carbon and Payments for Ecosystem Services (PES) Might Help Save Mangrove Forests
In this review paper, we aim to describe the potential for, and the key challenges to, applying PES projects to mangroves. By adopting a “carbocentric approach,” we show that mangrove forests are strong candidates for PES projects. They are particularly well suited to the generation of carbon credits because of their unrivaled potential as carbon sinks, their resistance and resilience to natural hazards, and their extensive provision of Ecosystem Services other than carbon sequestration, primarily nursery areas for fish, water purification and coastal protection, to the benefit of local communities as well as to the global population. The voluntary carbon market provides opportunities for the development of appropriate protocols and good practice case studies for mangroves at a small scale, and these may influence larger compliance schemes in the future. Mangrove habitats are mostly located in developing countries on communally or state-owned land. This means that issues of national and local governance, land ownership and management, and environmental justice are the main challenges that require careful planning at the early stages of mangrove PES projects to ensure successful outcomes and equitable benefit sharing within local communities.
Conservation perspectives of small-scale private forest owners in Europe
Private forest owners are the main forest ownership group within Europe, and important conservation values have been found on their land. Yet, small plot sizes, societal heterogeneity, and structural changes impede developing and implementing effective conservation programs in private forests. We present a systematic literature review focusing on small-scale private forest owners and their perspectives on nature conservation by synthesizing research approaches, social-ecological drivers, and policy recommendations. Conservation perspectives were positively related to female gender, higher levels of education, formalized forest management, an active relation to the forest, and ecological values of the property. In contrast, high age, rural orientation, economic forest management factors, large parcel size, and economic and sentimental property values negatively influenced conservation perspectives. Applying a natural resource conflict management framework, we synthesized recommendations covering three dimensions: substance, procedure, relationship. Considering perspectives of small-scale private forest owners in current forestry decision-making has great potential to strengthen sustainable forest management that integrates nature conservation and resource use.
Improving Environmental and Social Targeting through Adaptive Management in Mexico's Payments for Hydrological Services Program
Natural resource managers are often expected to achieve both environmental protection and economic development even when there are fundamental trade‐offs between these goals. Adaptive management provides a theoretical structure for program administrators to balance social priorities in the presence of trade‐offs and to improve conservation targeting. We used the case of Mexico's federal Payments for Hydrological Services program (PSAH) to illustrate the importance of adaptive management for improving program targeting. We documented adaptive elements of PSAH and corresponding changes in program eligibility and selection criteria. To evaluate whether these changes resulted in enrollment of lands of high environmental and social priority, we compared the environmental and social characteristics of the areas enrolled in the program with the characteristics of all forested areas in Mexico, all areas eligible for the program, and all areas submitted for application to the program. The program successfully enrolled areas of both high ecological and social priority, and over time, adaptive changes in the program's criteria for eligibility and selection led to increased enrollment of land scoring high on both dimensions. Three factors facilitated adaptive management in Mexico and are likely to be generally important for conservation managers: a supportive political environment, including financial backing and encouragement to experiment from the federal government; availability of relatively good social and environmental data; and active participation in the review process by stakeholders and outside evaluators. Agricultural intensification escalates future conservation costs
The supposition that agricultural intensification results in land sparing for conservation has become central to policy formulations across the tropics. However, underlying assumptions remain uncertain and have been little explored in the context of conservation incentive schemes such as policies for Reducing Emissions from Deforestation and forest Degradation, conservation, sustainable management, and enhancement of carbon stocks (REDD+). Incipient REDD+ forest carbon policies in a number of countries propose agricultural intensification measures to replace extensive \"slash-and-burn\" farming systems. These may result in conservation in some contexts, but will also increase future agricultural land rents as productivity increases, creating new incentives for agricultural expansion and deforestation. While robust governance can help to ensure land sparing, we propose that conservation incentives will also have to increase over time, tracking future agricultural land rents, which might lead to runaway conservation costs. We present a conceptual framework that depicts these relationships, supported by an illustrative model of the intensification of key crops in the Democratic Republic of Congo, a leading REDD+ country. A von Thünen land rent model is combined with geographic information systems mapping to demonstrate how agricultural intensification could influence future conservation costs. Once postintensification agricultural land rents are considered, the cost of reducing forest sector emissions could significantly exceed current and projected carbon credit prices. Our analysis highlights the importance of considering escalating conservation costs from agricultural intensification when designing conservation initiatives.
