Racial Discrimination in Housing: How Landlords Use Algorithms and Home Visits to Screen Tenants

An extensive literature documents racial discrimination in housing, focusing on its prevalence and effect on non-White populations. This article studies how such discrimination operates, and the intermediaries who engage in it: landlords. A fundamental assumption of racial discrimination research is that gatekeepers such as landlords are confronted with a racially heterogeneous applicant pool. The reality of urban housing markets, however, is that historical patterns of residential segregation intersect with other structural barriers to drive selection into the applicant pool, such that landlords are more often selecting between same-race applicants. Using interviews and observations with 157 landlords in four cities, we ask: how do landlords construct their tenants’ race within racially segmented housing markets, and how does this factor into their screening processes? We find that landlords distinguish between tenants based on the degree to which their behavior conforms to insidious cultural narratives at the intersection of race, gender, and class. Landlords with large portfolios rely on screening algorithms, whereas mom-and-pop landlords make decisions based on informal mechanisms such as “gut feelings,” home visits, and the presentation of children. Landlords may put aside certain racial prejudices when they have the right financial incentives, but only when the tenant also defies stereotypes. In this way, landlords’ intersectional construction of race—even within a predominantly Black or Latino tenant pool—limits residential options for low-income, subsidized tenants of color, burdening their search process. These findings have implications for how we understand racial discrimination within racially homogenous social spheres. Examining landlords’ screening practices offers insight into the role housing plays in how racism continues to shape life outcomes—both explicitly through overt racial bias, and increasingly more covertly, through algorithmic automation and digital technologies.

The Economic Implications of Housing Supply

In this essay, we review the basic economics of housing supply and the functioning of US housing markets to better understand the distribution of home prices, household wealth, and the spatial distribution of people across markets. We employ a cost-based approach to gauge whether a housing market is delivering appropriately priced units. Specifically, we investigate whether market prices (roughly) equal the costs of producing the housing unit. If so, the market is well-functioning in the sense that it efficiently delivers housing units at their production cost. The gap between price and production cost can be understood as a regulatory tax. The available evidence suggests, but does not definitively prove, that the implicit tax on development created by housing regulations is higher in many areas than any reasonable negative externalities associated with new construction. We discuss two main effects of developments in housing prices: on patterns of household wealth and on the incentives for relocation to high-wage, high-productivity areas. Finally, we turn to policy implications.

Home Price Expectations and Behaviour

Home price expectations are believed to play an important role in housing dynamics, yet we have limited understanding of how they are formed and how they affect behaviour. Using a unique “information experiment” embedded in an online survey, this article investigates how consumers’ home price expectations respond to past home price growth, and how they impact investment decisions. After eliciting respondents’ priors about past and future local home price changes, we present a random subset of them with factual information about past (one- or five-year) changes, and then re-elicit expectations. This unique “panel” data allows us to identify causal effects of the information, and provides insights on the expectation formation process. We find that, on average, year-ahead home price expectations are revised in a way consistent with short-term momentum in home price growth, though respondents tend to underpredict the strength of momentum. Revisions of longer-term expectations show that respondents do not expect the empirically-occurring mean reversion in home price growth. These patterns are in line with recent behavioural models of housing cycles. Finally, we show that home price expectations causally affect investment decisions in a portfolio choice experiment embedded in the survey.

The Geography of Inequality

Public goods in the United States are largely funded and delivered at the local level. Local public goods are valuable, but their production requires overcoming several collective action problems including coordinating supply and minimizing congestion, free-riding, and peer effects. Land use regulations, promulgated by local governments, allow communities to solve the collective action problems inherent in the provision of local public goods and maintenance of property values. A consequence of these efforts is residential segregation between cities along racial lines. I provide evidence that more stringent land use regulations are supported by whiter communities and that they preserve racial homogeneity. First, I show that cities that were whiter than their metropolitan area in 1970 are more likely to have restrictive land use patterns in 2006. Then, relying on Federal Fair Housing Act lawsuits to generate changes in land use policy, I show that restrictive land use helps to explain metropolitan area segregation patterns over time. Finally, I draw on precinct level initiative elections from several California cities to show that whiter neighborhoods are more supportive of restricting development. These results strongly suggest that even facially race-neutral land use policies have contributed to racial segregation.

The role of geography in school segregation in the free parental choice context of Dutch cities

School segregation and residential segregation are generally highly correlated. Cities in the Netherlands are considered to be moderately segregated residentially, while the educational landscape is choice-based but publicly funded. This article analyses how school and residential segregation are interrelated in the educational landscape of Dutch cities. Drawing on individual register data about all primary school pupils in the 10 largest cities, it demonstrates that segregation by ethnicity and social class is generally high, but that the patterns differ strongly between cities. By hypothetically allocating children to the nearest schools, this article demonstrates that even in a highly choice-based school context school segregation is to a large extent the effect of residential patterns. The role of residential trends, notably gentrification, is therefore crucial for understanding the differences in current trends of school segregation across Dutch urban contexts.

A MODEL OF THE CONSUMPTION RESPONSE TO FISCAL STIMULUS PAYMENTS

A wide body of empirical evidence finds that approximately 25 percent of fiscal stimulus payments (e.g., tax rebates) are spent on nondurable household consumption in the quarter that they are received. To interpret this fact, we develop a structural economic model where households can hold two assets: a low-return liquid asset (e.g., cash, checking account) and a high-return illiquid asset that carries a transaction cost (e.g., housing, retirement account). The optimal life-cycle pattern of portfolio choice implies that many households in the model are \"wealthy hand-to-mouth\": they hold little or no liquid wealth despite owning sizable quantities of illiquid assets. Therefore, they display large propensities to consume out of additional transitory income, and small propensities to consume out of news about future income. We document the existence of such households in data from the Survey of Consumer Finances. A version of the model parameterized to the 2001 tax rebate episode yields consumption responses to fiscal stimulus payments that are in line with the evidence, and an order of magnitude larger than in the standard \"one-asset\" framework. The model's nonlinearities with respect to the rebate size and the prevailing aggregate economic conditions have implications for policy design.

Segregation and Violence Reconsidered

Despite marked declines in black-white segregation over the past half century, there has been limited scholarly attention to the effects of increasing integration. This is a significant omission given that sociologists have long viewed residential segregation as a fundamental determinant of racial inequality, and extant research has produced inconsistent findings on the consequences of segregation for different racial groups. Using the case of violence, this study leverages a unique combination of race-specific information on homicide, socioeconomic, and demographic characteristics for 103 major metropolitan areas across five decades (1970 to 2010) to examine the criminogenic consequences of segregation for whites and blacks. Three notable findings emerge from our inquiry: (1) racial segregation substantially increases the risk of homicide victimization for blacks while (2) simultaneously decreasing the risk of white homicide victimization. The result of these heterogeneous effects is that (3) segregation plays a central role in driving black-white differences in homicide mortality. These findings suggest the declines in racial segregation since 1970 have substantially attenuated the black-white homicide gap.

Correlates and predictors of loneliness in older-adults: a review of quantitative results informed by qualitative insights

ABSTRACTBackgroundOlder persons are particularly vulnerable to loneliness because of common age-related changes and losses. This paper reviews predictors of loneliness in the older population as described in the current literature and a small qualitative study. MethodsPeer-reviewed journal articles were identified from psycINFO, MEDLINE, and Google Scholar from 2000–2012. Overall, 38 articles were reviewed. Two focus groups were conducted asking older participants about the causes of loneliness. ResultsVariables significantly associated with loneliness in older adults were: female gender, non-married status, older age, poor income, lower educational level, living alone, low quality of social relationships, poor self-reported health, and poor functional status. Psychological attributes associated with loneliness included poor mental health, low self-efficacy beliefs, negative life events, and cognitive deficits. These associations were mainly studied in cross-sectional studies. In the focus groups, participants mentioned environmental barriers, unsafe neighborhoods, migration patterns, inaccessible housing, and inadequate resources for socializing. Other issues raised in the focus groups were the relationship between loneliness and boredom and inactivity, the role of recent losses of family and friends, as well as mental health issues, such as shame and fear. ConclusionsFuture quantitative studies are needed to examine the impact of physical and social environments on loneliness in this population. It is important to better map the multiple factors and ways by which they impact loneliness to develop better solutions for public policy, city, and environmental planning, and individually based interventions. This effort should be viewed as a public health priority.

Civic Action

Commonly, researchers have looked for civic life in a distinct sector in which they assume that voluntary associations will cultivate special skills and virtues. Gathering together many challenges to this approach, and using ethnographic cases of housing advocacy and youth civic engagement projects, the authors reconceptualize 'the civic' as civic action and show how patterned scene styles shape it. Doing so reveals patterns of action in complex organizations that may span institutional sectors. The authors show how researchers can locate scene styles, and with an extensive literature review, they portray several common styles and suggest that different civic styles often lead to different outcomes. Can Social Contact Reduce Prejudice and Discrimination? Evidence from a Field Experiment in Nigeria

Can positive social contact between members of antagonistic groups reduce prejudice and discrimination? Despite extensive research on social contact, observational studies are difficult to interpret because prejudiced people may select out of contact with out-group members. We overcome this problem by conducting an education-based, randomized field experiment—the Urban Youth Vocational Training program (UYVT)—with 849 randomly sampled Christian and Muslim young men in riot-prone Kaduna, Nigeria. After sixteen weeks of positive intergroup social contact, we find no changes in prejudice, but heterogeneous-class subjects discriminate significantly less against out-group members than subjects in homogeneous classes. We trace this finding to increased discrimination by homogeneous-class subjects compared to non-UYVT study participants, and we highlight potentially negative consequences of in-group social contact. By focusing on skill-building instead of peace messaging, our intervention minimizes reporting bias and offers strong experimental evidence that intergroup social contact can alter behavior in constructive ways, even amid violent conflict.
