Culture, institutions and the long divergence

During the medieval and early modern periods the Middle East lost its economic advantage relative to the West. Recent explanations of this historical phenomenon—called the Long Divergence—focus on these regions’ distinct political economy choices regarding religious legitimacy and limited governance. We study these features in a political economy model of the interactions between rulers, secular and clerical elites, and civil society. The model induces a joint evolution of culture and political institutions converging to one of two distinct stationary states: a religious and a secular regime. We then map qualitatively parameters and initial conditions characterizing the West and the Middle East into the implied model dynamics to show that they are consistent with the Long Divergence as well as with several key stylized political and economic facts. Most notably, this mapping suggests non-monotonic political economy dynamics in both regions, in terms of legitimacy and limited governance, which indeed characterize their history.

Shakry explores the idea of a \"history without documents,\" first by outlining the material inaccessibility of postcolonial state archives in the Middle East, and second by questioning the compositional logics of archival imaginaries of decolonization. She also determines the ways historians have remembered, forgotten, or appropriated the various intellectual traditions that belonged to the era of decolonization in the Middle East. By shifting people's attention away from dominant and declensionist narratives of decolonization as a state-driven and secular political process so as to include members of the intelligentsia, social scientists, and religious thinkers, who are by-passed in or excised from traditional archives, she suggests that they might better see decolonization as \"an ongoing process and series of struggles rather than a finite event, as regional as well as national, intellectual and cultural as well as political, and religious as well as secular.\"

The Politics of Secularism in International Relations

Conflicts involving religion have returned to the forefront of international relations. And yet political scientists and policymakers have continued to assume that religion has long been privatized in the West. This secularist assumption ignores the contestation surrounding the category of the \"secular\" in international politics. The Politics of Secularism in International Relations shows why this thinking is flawed, and provides a powerful alternative. Elizabeth Shakman Hurd argues that secularist divisions between religion and politics are not fixed, as commonly assumed, but socially and historically constructed. Examining the philosophical and historical legacy of the secularist traditions that shape European and American approaches to global politics, she shows why this matters for contemporary international relations, and in particular for two critical relationships: the United States and Iran, and the European Union and Turkey.
Sextarianism : sovereignty, secularism, and the state in Lebanon

The Lebanese state is structured through religious freedom and secular power sharing across sectarian groups. Every sect has specific laws that govern kinship matters like marriage or inheritance. Together with criminal and civil laws, these laws regulate and produce political difference. But whether women or men, Muslims or Christians, queer or straight, all people in Lebanon have one thing in common—they are biopolitical subjects forged through bureaucratic, ideological, and legal techniques of the state.
With this book, Maya Mikdashi offers a new way to understand state power, theorizing how sex, sexuality, and sect shape and are shaped by law, secularism, and sovereignty. Drawing on court archives, public records, and ethnography of the Court of Cassation, the highest civil court in Lebanon, Mikdashi shows how political difference is entangled with religious, secular, and sexual difference. She presents state power as inevitably contingent, like the practices of everyday life it engenders, focusing on the regulation of religious conversion, the curation of legal archives, state and parastatal violence, and secular activism. Sextarianism locates state power in the experiences, transitions, uprisings, and violence that people in the Middle East continue to live.
Moral Revolutions: The Politics of Piety in the Ottoman Empire Reimagined

Over the sixteenth and seventeenth centuries an immense body of morality literature emerged in the Ottoman Empire as part of a widespread turn to piety. This article draws upon the anthropology of Islamic revival and secularism to reassess this literature's importance and propose a new view of the history of political thought in the empire. It does so through a close analysis of a fundamental concept of Ottoman political life: “naṣīḥat, ” or “advice.” Historians have used “advice books” to counter the presumption that the Ottoman Empire declined after the sixteenth century, but in doing so they have overlooked the concept's broader meaning as “morally corrective criticism.” I analyze two competing visions of naṣīḥat at the turn of the eighteenth century to reveal how the concept was deployed to politically transform the empire by reforming its subjects’ morality. One was a campaign by the chief jurist Feyżullah Efendi to educate every Muslim in the basic tenets of Islam. The other was a wildly popular “advice book” written by the poet Nābī to his son that both explicates a new moral code and declares the empire's government and institutions illegitimate. Both transformed politics by requiring that all subjects be responsible moral, and therefore political, actors. The pietistic turn, I argue, turned domestic spaces into political battlegrounds and ultimately created new, individualistic political subjectivities. This, though, requires challenging functionalist conceptions of the relationship between religion and politics and the secularist inclination among historians to relegate morality to the private sphere.

Religious Freedom, the Minority Question, and Geopolitics in the Middle East

The right to religious freedom is widely regarded as a crowning achievement of secular-liberal democracies, one that guarantees the peaceful coexistence of religiously diverse populations. Enshrined in national constitutions and international laws and treaties, the right to religious liberty promises to ensure two stable goods: (1) the ability to choose one's religion freely without coercion by the state, church, or other institutions; and (2) the creation of a polity in which one's economic, civil, legal, or political status is unaffected by one's religious beliefs. While all members of a polity are supposed to be protected by this right, modern wisdom has it that religious minorities are its greatest beneficiaries and their ability to practice their traditions without fear of discrimination is a critical marker of a tolerant and civilized polity. The right to religious freedom marks an important distinction between liberal secularism and the kind practiced in authoritarian states (such as China, Syria, or the former Soviet Union): while the latter abide by the separation of religion and state (a central principle of political secularism), they also regularly abrogate religious freedoms of their minority and majority populations. Despite claims to religious neutrality, liberal secular states frequently regulate religious affairs but they do so in accord with a strong concern for protecting the individual's right to practice his or her religion freely, without coercion or state intervention.

Identifying Ottomanisms: The Discursive Evolution of Ottoman Pasts in the Turkish Presents

This article problematizes the much-used but under-analysed concept of Ottomanism, exploring its discursive evolution from the concept's origins in the nineteenth century to its present practice. Investigating its roots in an elitist multicultural project, the paper examines its integral role as part of the opposing intellectual subculture during the early Republican era and its later re-politicization as 'neo-Ottomanism' in Turkey's Özal-era foreign policy. The current practice of 'banal Ottomanism' by the AK Party is analysed as a symbolic component of the current re-identification of Turkish society, facilitating the reintroduction of Islamic-Ottomanist traditions into everyday routines.

Ottoman Ulema, Turkish Republic

To better understand the diverse inheritance of Islamic movements in present-day Turkey, we must take a closer look at the religious establishment, the ulema, during the first half of the twentieth century. During the closing years of the Ottoman Empire and the early decades of the Republic of Turkey, the spread of secularist and anti-religious ideas had a major impact on the views and political leanings of the ulema. This book explores the intellectual debates and political movements of the religious establishment during this time.
Bein reveals how competing visions of development influenced debates about reforms in religious education and the modernization of the medreses. He also explores the reactions and changing attitudes of Islamic intellectuals to the religious policies of the secular republic, and provides a better understanding of the changes in the relationship between religion and state. Exposing division within the religious establishment, this book illuminates the ulema's long-lasting legacies still in evidence in Turkey today.
