J.C. Street, Physicist, Dies at 83; Discovered Muon, Atomic Particle
The discovery, made at Harvard University in 1937 by Dr. Street and Dr. E. C. Stevenson, created a sensation in physics. The particle penetrated deep into the earth and seemed to be the prime constituent of cosmic rays raining on the earth from all directions. Further evidence for the muon was reported the same year by Carl D. Anderson and S. H. Neddermeyer of the California Institute of Technology. A giant detector 2,000 feet under the edge of Lake Erie records about 2.7 muons a second and these must be ignored to detect particles from other events. In recent years physicists have reported that muons seem to be coming primarily from certain directions in the sky and might be generated by a new, mysterious cosmic ray that, unlike most cosmic rays, reaches the earth in a straight line from its source.

The Quest for Impact
This chapter analyzes the birth, growth, and challenges faced by four peace groups: Breira, Americans for Peace Now, Israel Policy Forum, and J Street. It examines whether the experience of these organizations offers insights into the prospects for the continued growth and success of the pro-Israel peace camp in the United States. The chapter also examines managerial strengths or weaknesses, fund-raising and communications operations, or other factors that help to determine the sustainability of nonprofit organizations. It focuses on broader patterns and lessons that may offer insights into the future of the American Jewish peace camp, and the variables that may determine the extent of its influence. The Israeli settlement movement were deeply offensive to large numbers of American Jews, and that helped to galvanize J Street's online supporters. J Street has bet heavily on interventionist American diplomacy not only as a mechanism to foster diplomatic progress, but also as a rallying cry to garner members and donations.

Le fardeau administratif renvoie au phénomène selon lequel la mise en œuvre des politiques publiques et, plus généralement, les interactions avec l’État, sont coûteuses et difficiles. Chaque personne est en effet confrontée à des coûts d'apprentissage lorsqu'elle acquiert de l'information sur les programmes et services publics, à des coûts de conformité lorsqu'elle tente de satisfaire à leurs règles, et à des coûts psychologiques (stress, etc.) lorsqu'elle interagit avec ceux-ci. Cette littérature, presque exclusivement anglophone, s'est développée à un rythme effréné. Cette synthèse critique fait le bilan de ces récents développements et propose une discussion articulée autour de trois thèmes : 1) Que sont les fardeaux administratifs et quels enjeux soulèvent-ils? ; 2) Quelles sont les sources des fardeaux? ; et 3) Quelles en sont les conséquences distributives et politiques? Des pistes de recherche future sont proposées pour chacun de ces thèmes.
Itinérance et cohabitation urbaine
Le partage des espaces publics des grandes villes industrialisées avec les personnes en situation d’itinérance et de marginalité représente plusieurs défis autant pour les acteurs de la vie quotidienne que pour les intervenants sociaux et les responsables politiques. Ces défis sont en phase avec les enjeux contemporains associés non seulement aux transformations des normes de socialisation à la vie collective, mais aussi à celles du développement urbain des centres-villes. Compte tenu des tensions sociales et politiques générées par les effets des contextes de revitalisation urbaine, l’analyse des enjeux traversant les pratiques de partage de l’espace public avec les personnes en situation d’itinérance constitue un travail essentiel à l’identification de pistes d’intervention et d’actions pouvant améliorer la cohabitation. Cet ouvrage présente les résultats d’une étude de deux cas – celui de Montréal (Quartier des spectacles) et celui de Québec (Nouvo Saint-Roch) – sous l’angle d’analyse des logiques normatives guidant les pratiques de partage de l’espace public entre les acteurs concernés. Cette analyse repose sur trois modes d’investigation : 1) deux enquêtes qualitatives à Montréal et à Québec ; 2) une analyse des discours médiatiques visant à relever les imaginaires sociaux alimentant les représentations sociospatiales des acteurs sur les pratiques des personnes marginalisées dans les espaces publics ; 3) une analyse comparative des politiques publiques municipales de six villes canadiennes, dont Montréal et Québec. Enrichie d’une perspective historique, l’analyse transversale des résultats de ces modes d’investigation permet de dégager une synthèse des diverses logiques normatives guidant les pratiques de gestion des acteurs et propose une piste d’orientation de l’intervention sociale. Avant tout destiné aux gestionnaires municipaux, aux intervenants sociaux ainsi qu’aux étudiants, ce livre se veut une contribution interdisciplinaire aux réflexions entourant les enjeux de cohabitation urbaine, offrant aussi une grille d’analyse pouvant s’appliquer à d’autres contextes urbains.

What was most disturbing, Block said, was that one man who objected was, like himself, a Jew. He had also found equally troubling the previous summer his synagogue's refusal to hold a bar mitzvah for a young boy who was brain-injured and wore a leg brace. The synagogue's excuse was that it had no accommodations for handicapped children, Block said. Last year, the Dinkins administration recognized Block's contribution when Bay 44th Street was renamed Rabbi Morris J. Block Street.

Le film nous dévoile le chaos d'une cité ultra-moderne qui œuvre à l'extinction de pratiques jugées insalubres et à l'expulsion d'une population non désirée, incarnée par Ayi. Ayi is 50 years old, with laughing eyes, hair falling down her back. She comes from a rural province in eastern China and does not have the resident permit that would allow her to work legally in Shanghai. However, she has been cooking on the streets for 20 years in the heart of a Shanghai district doomed to imminent destruction. Ayi and the women around her struggle to earn a living and avoid the Chengguan, the municipal police. The film reveals the chaos of an ultra-modern city that is working to eliminate practices deemed unhealthy and to expel an unwanted population, embodied by Ayi.
