The study found that drunken drivers sentenced to a 28-day jail and treatment program in San Juan County were much less likely to repeat the crime than DWI offenders who received other punishment. Judges in San Juan County initially agreed to sentence all first- time DWI offenders to the program. The slogan for a public- awareness campaign in 1996 was \".08 will get you 28,\" referring to the state's blood-alcohol limit for drivers and the length of the program. The family requests that expressions of sympathy take the form of contributions to Hampton Baptist Church, 40 Kingsway, Hampton 23669, to the Virginia Baptist Children's Home, Salem 24153 or to the Philanthrotic Educational Organization Memorial Fund. A funeral will be held at 2 p.m. Tuesday in Franklin Funeral Home by the Rev. Willie [Hazel L. Hilton]. Burial with military honors will be in Hampton National Cemetery, Hampton University Section. Family and friends will assemble at the funeral home at 1:45 p.m. Tuesday. Survivors include his wife, Ruth N. Taylor; a daughter, Lucy T. Overton of Hampton; two sisters, Anna Garvin of Glen Allen and Bannie Belle of Hartford, Conn.; two brothers, Leon Taylor and Louis Taylor, both of Newport News; and a granddaughter.

Man accused of assaulting girlfriend

Several times the arresting officers gave Joseph Pechinski, 57, the choice of going to jail or going to Eastern Maine Medical Center, where he could be seen by someone. Pechinski chose the former and was taken to Penobscot County Jail on a charge of assault. Pechinski hadn't been taking the medications prescribed to him in July, his wife told Officer Jason McAmbley. A specialist in Massachusetts had warned his wife that without the medications, Pechinski could become dangerous and that she should take steps to prepare herself in case it did happen, according to the police report. The effects of the disease include progressive dementia with bizarre involuntary movements, according to a medical reference book. Pechinski has had mood swings in the past - some of them violent - Pechinski's wife told police, but this was the first time she was injured.

BELL, [Frances Miller Wynn Bell] - age 89, of Knoxville, Palm Beach and Sarasota, Florida, died Wednesday, August 21, 2002, in Knoxville. While living in Knoxville, in her earlier years, she was a member of Church Street United Methodist Church, and Cherokee Country Club. She was the President of Knoxville Garden Club and President of the Women's State Association and won a number of Golf Tournaments including six at Cherokee Country Club, and one Knox Area Golf Women's Tournament. In Palm Beach, she was a member of the Everglades Club, the Bath and Tennis Club, and the Seminole Club. She belonged to the Oaks Club and the Field Club in Sarasota, Florida. Preceded in death by her parents, Annie Russell and Edgar Miller; her brothers, Richard Miller and Russell Miller, and her husband, Malvern H. Bell. She is survived by daughter and son-in- law, Janet Wynn and William P. Snyder; son, Richard R. Wynn; grandchildren, Victoria Wynn, Katherine Wynn, Frances Seiler, Claire Coughlin, Ashley Wynn Grimes, Breezy Wynn, Barbara Wynn-Swanson, and eight great-grandchildren; sister-in-law, Allene Miller, and several cousins, nieces and nephews. A private graveside and interment service will be held at Highland Memorial Cemetery with The Very Rev. John C. Ross, Dean, The Rev. Canon Dr. Richard Brown III officiating.
