How Ideology Fuels Affective Polarization
Scholars have reached mixed conclusions about the implications of increased political polarization for citizen decision-making. In this paper, we argue that citizens respond to ideological divergence with heightened affective polarization. Using a survey experiment conducted with a nationally representative sample of U.S. citizens, we find that increased ideological differences between political figures produce increasingly polarized affective evaluations, and that these differences are especially large among respondents with stronger ideological commitments and higher levels of political interest. We provide further support for these findings in an observational study of citizens’ evaluations of the U.S. Senators from their state. We also find that the polarizing effects of ideological differences can be largely mitigated with biographical information about the public officials, which suggests that the pernicious consequences of ideological polarization can be overcome by focusing on matters other than political disagreement.
Economic Risk within the Household and Voting for the Radical Right
This article investigates how unemployment risk within households affects voting for the radical right. The authors contribute to recent advances in the literature that have highlighted the role of economic threat for understanding the support of radical-right parties. In contrast to existing work, the authors do not treat voters as atomistic individuals; they instead investigate households as a crucial site of preference formation. Combining largescale labor market data with comparative survey data, they confirm the expectations of their theoretical framework by demonstrating that the effect of occupational unemployment risk on radical-right support is strongly conditioned by household-risk constellations. Voting for the radical right is a function not only of a voter’s own risk, but also of his or her partner’s risk. The article provides additional evidence on the extent to which these effects are gendered and on the mechanisms that link household risk and party choice. The results imply that much of the existing literature on individual risk exposure potentially underestimates its effect on political behavior due to the neglect of multiplier effects within households.
The Effects of Import Shocks, Electoral Institutions, and Radical Party Competition on Legislator Ideology: Evidence from France
Across advanced industrialized democracies, the political centre is collapsing as politicians on the far right and far left enjoy increasing electoral success. Recent research links import shocks to voter support for far-right parties. However, we know comparatively less about how these shocks impact individual legislator ideology, especially that of mainstream politicians. Do import shocks drive economic or cultural ideological shifts among mainstream legislators? If so, to what extent do local competitive contexts shape these shifts? Using a dataset of French Senate roll call votes, we find that localized increases in import exposure moves elite ideology to the left economically; this is magnified in departments with majoritarian electoral systems. We show that legislators shift their cultural positions in response to import shocks, but only when faced with extremist political competitors focused on cultural issues. Our results suggest the value of attending to how political and economic geography intersect to shape elite policy positions.
Unequal votes, unequal violence
Elections held outside of advanced, industrialized democracies can turn violent because elites use coercion to demobilize political opponents. The literature has established that closely contested elections are associated with more violence. I depart from this emphasis on competitiveness by highlighting how institutional biases in electoral systems, in particular uneven apportionment, affect incentives for violence. Malapportionment refers to a discrepancy between the share of legislative seats and the share of population, violating the ‘one person, one vote’ principle. Drawing on recent work on malapportionment establishing that overrepresented districts are targeted with clientelist strategies, are more homogenous, and are biased in favor of district-level incumbent parties, I argue that overrepresented districts present fewer incentives for using violence. In contrast, elites in well-apportioned or underrepresented districts exert less control over electoral outcomes because such districts have more heterogenous voter preferences, raising incumbent and opposition demands to employ violence. I examine the effects of malapportionment on violence using constituency-level elections data and new, disaggregated, and geocoded event data on the incidence of election violence in India. Results from six parliamentary elections from 1991 to 2009 show that electoral violence is less prevalent in overrepresented constituencies, and that violence increases in equally apportioned and moderately underrepresented districts. The analysis establishes additional observable implications of the argument for district voter homogeneity and incumbent victory, accounts for confounders such as urbanization and state-level partisanship, and validates measures of election violence. The findings illustrate that institutional biases shape incentives for electoral violence.
Inequality under Authoritarian Rule
Since the turn of the century, much comparative politics scholarship has examined whether and how income inequality affects the prospects of democratization and, to a lesser extent, whether democracy reduces inequality. What is lacking, however, is a close examination of the extent of income inequality in authoritarian regimes. This article examines the variation in inequality across authoritarian regimes and argues that electoral competition – in conjunction with party ideology and the extent of party institutionalization – helps explain the pattern of inequality under authoritarian rule. I find that electoral authoritarian (EA) regimes – regimes in which multiple parties legally compete in elections – have lower levels of inequality compared to non-EA regimes. I further find that inequality is lower in EA regimes with left-leaning ruling parties and more institutionalized party systems. This analysis highlights the value of exploring the dynamics and contingent effects of electoral competition in authoritarian regimes.
An Experimental Investigation of Election Promises
We analyze the effect of election promises on electoral behavior in a laboratory experiment. In the experiment, politicians can make nonbinding election promises about how to split an endowment between themselves and the group. We find that promises affect both voting and voter beliefs about how much the politician will contribute to the public fund. The relationship is inverted U-shaped with decreasing credibility of higher promises. Contributions of politicians are correlated with their promises in a similar pattern. The election promises are generally credible unless particularly high. Politicians keep promises more often if a reelection is possible and if the politician came into power by vote rather than by random draw. Voters reward high contributions in the previous period and punish promise breaking even after controlling for the contribution in the previous period or voters' beliefs about future contributions. By controlling for voters' beliefs, we distinguish retrospective from prospective voting. Our results suggest that voters both use promises for prospective voting and retrospectively punish broken promises.
Political Competition and Right-Wing Terrorism: A County-Level Analysis of the United States
While many previous studies on U.S. right-wing violence center on factors such as racial threat and economic anxiety, we draw from comparative politics research linking electoral dynamics to anti-minority violence. Furthermore, we argue that the causes of right-wing terrorism do not solely rest on political, economic, or social changes individually, but on their interaction. Using a geocoded, U.S. county-level analysis of right-wing terrorist incidents from 1970 to 2016, we find no evidence that poorer or more diverse counties are targets of right-wing terrorism. Rather, right-wing violence is more common in areas where \"playing the ethnic card\" makes strategic sense for elites looking to shift electoral outcomes: counties that are in electorally competitive areas and that are predominantly white.
A Principle or a Strategy? Voter Identification Laws and Partisan Competition in the American States
We undertake a comprehensive examination of restrictive voter ID legislation in the American states from 2001 through 2012. With a dataset containing approximately one thousand introduced and nearly one hundred adopted voter ID laws, we evaluate the likelihood that a state legislature introduces a restrictive voter ID bill, as well as the likelihood that a state government adopts such a law. Voter ID laws have evolved from a valence issue into a partisan battle, where Republicans defend them as a safeguard against fraud while Democrats indict them as a mechanism of voter suppression. However, voter ID legislation is not uniform across the states; not all Republican-controlled legislatures have pushed for more restrictive voter ID laws. Instead, our findings show it is a combination of partisan control and the electoral context that drives enactment of such measures. While the prevalence of Republican lawmakers strongly and positively influences the adoption of voter ID laws in electorally competitive states, its effect is significantly weaker in electorally uncompetitive states. Republicans preside over an electoral coalition that is declining in size; where elections are competitive, the furtherance of restrictive voter ID laws is a means of maintaining Republican support while curtailing Democratic electoral gains.
Dangerous Disconnect
Why do politicians use violence as an electoral tactic, and how does it affect voting behavior? Theories of election-related violence focus on the electoral benefits such violence is said to provide, relying on the assumption that when parties and candidates employ violence, they do so based on an accurate assessment of its relative costs and benefits. Far less attention has been paid to the costs of violence as an electoral tactic, including the potential for voter backlash against it. This study provides evidence that voter backlash against violence is more significant than both scholars and politicians tend to assume. Moreover, that backlash can diminish the electoral advantages that violence provides. Combining survey experiments with Kenyan voters and observational data on violence and election outcomes, I find compelling evidence for broad-based voter backlash against violence that undermines its effectiveness as an electoral tactic. At the same time, data from parallel survey experiments and qualitative interviews with Kenyan politicians demonstrate that they underestimate the extent to which violence diminishes their support among voters. The results highlight the often underappreciated costs of violence as an electoral tactic and the role that elite misperceptions can play in its persistence.
Using Computer Simulations to Measure the Effect of Gerrymandering on Electoral Competition in the U.S. Congress
Recent research has leveraged computer simulations to identify the effect of gerrymandering on partisan bias in U.S. legislatures. As a result of this method, researchers are able to distinguish between the intentional partisan bias caused by gerrymandering and the natural partisan bias that stems from the geographic sorting of partisan voters. However, this research has yet to explore the effect of gerrymandering on other biases like reduced electoral competition and incumbency protection. Using a computer algorithm to design a set of districts without political intent, I measure the extent to which the current districts have been gerrymandered to produce safer seats in Congress. I find that gerrymandering only has a minor effect on the average district, but does produce a number of safe seats for both Democrats and Republicans. Moreover, these safe seats tend to be located in states where a single party controls the districting process.
