Resource abundance and economic development
Since the 1960s the resource-poor countries have grown much faster than the resource-rich ones. Legal Plurality: An Analysis of Power Interplay in Mekong Hydropower
The changing notion of state territoriality highlights overlapping power structures at international, national, and local scales and reveals how states can be \"differently\" powerful. This article analyzes how the interplay of these power structures shapes the dynamics of natural resource management in one of the world's fastest changing transboundary basins, the Mekong. Taking the Lao People's Democratic Republic as a case study, we highlight the existing inconsistency and institutional discrepancies in land, water, and environmental policy related to hydropower and illustrate how they are manifested in multiple decision-making frameworks and overlapping legal orders. The resulting legal plurality reveals the inherently contested terrain of hydropower but, more important, it illustrates how the central state has been able to use contradictory mandates and interests to further its goals. The specific Mekong hydropower case demonstrates that an understanding of power geometries and scale dynamics is crucial to meaningful application of social and environmental safeguards for sustainable dam development. More broadly, the case sheds light on the important role of states' various agents and their multiple connections, partially explaining how the achievement of the central state's goals can be derived from legal plurality rather than hindered by it.
Un movimiento de securitización de los “recursos naturales estratégicos” en Suramérica. integralidad y regionalidad en UNASUR
Frente a la escasez que se proyecta de muchos recursos naturales que atesoran países suramericanos, a través de la Unión de Naciones Suramericanas y su Consejo de Defensa Suramericano, algunos actores optaron por intentar securitizarlos desde una perspectiva regional. Este trabajo pretende profundizar en el movimiento de securitización de los recursos naturales estratégicos que se puso en marcha durante la primera década de recorrido de este organismo suramericano (2008-2018). Así, gracias al modelo de las “3P´s” de Leonard y Kaunert, se analiza cómo se planteó el problema, qué alternativas se propusieron y qué nivel de negociación política se desplegó. Todo ello, en un contexto marcado por la importancia creciente de los recursos naturales estratégicos en aras de garantizar un suministro seguro y sostenible de materias primas necesarias para la transición digital, energética y verde, así como el renovado interés por el organismo suramericano.
La cría del chigüiro (Hydrochoerus hydrochaeris) como alternativa productiva para el departamento amazónico de Caquetá: revisión documental
El presente artículo analiza la viabilidad de la zoocría de chigüiros (Hydrochoerus hydrochaeris, Linnaeus 1766) en el departamento del Caquetá como alternativa productiva frente a los sistemas tradicionales de ganadería bovina y avícola. Para ello, se llevó a cabo una revisión sistemática de literatura, aplicando la metodología de la teoría fundamentada y siguiendo los lineamientos de la declaración PRISMA 2020 para la identificación, selección y evaluación de estudios. Los resultados indican que la cría de chigüiros ofrece ventajas significativas en términos de productividad y de contribución a la seguridad alimentaria en comunidades rurales de la región amazónica. Además, se encontró que la zoocría de esta especie genera un impacto ambiental menor en comparación con los sistemas pecuarios tradicionales, lo que contribuye a la conservación de los ecosistemas locales y a la reducción de la deforestación. También se identificaron barreras normativas y logísticas para la implementación de zoocriaderos en el Caquetá, aunque se destaca el potencial económico y ecológico de estos sistemas. En conclusión, la zoocría de chigüiros no solo favorece la preservación de la fauna silvestre, sino que también representa una opción sostenible para el desarrollo socioeconómico regional y la seguridad alimentaria de las comunidades locales. This article analyzes the feasibility of capybara (Hydrochoerus hydrochaeris, Linnaeus 1766) farming in the Department of Caquetá as a productive alternative to traditional cattle and poultry farming systems. A systematic literature review was conducted, applying grounded theory methodology and following the PRISMA 2020 guidelines for the identification, selection, and evaluation of relevant studies. The findings show that capybara farming offers significant advantages in terms of productivity and its potential contribution to food security in rural communities of the Amazon region. Additionally, it was determined that this production system has a lower environmental impact compared to conventional livestock farming, promoting the conservation of local ecosystems and contributing to deforestation reduction.Despite the identification of regulatory and logistical barriers to the implementation of capybara breeding operations in Caquetá, the economic and ecological potential of such systems remains noteworthy. In conclusion, capybara farming not only supports the conservation of native wildlife but also represents a sustainable alternative for regional socioeconomic development and the strengthening of food security in local communities.
