يأتی الجزء الثاني من كتاب \"عليهم الرحيل\" في فصله السابع ليتناول الحديث عن الأقليات الموجودة في العالم والحديث عن احتمالية حدوث نوع دائم من التعايش بين هذه الأقليات وحكومات تلك البلدان وهل يمكن مقارنة وضعية تلك الأقليات بنفس الوضع الذي يوجد فيه اليهود والفلسطينيين العرب خاصة أن تلك الأقليات منها من تسببت في سقوط العديد من الحكومات ثم تطرق الكتاب إلى الكيفية التي كان ينظر فيها اليهود إلى الوجود العربي في فلسطين منذ فترة الخلافة العثمانية إلى القرن العشرين، والتي تبين من خلالها أن حكومة دولة إسرائيل انتهجت منهج انکار اهمية هذا الوجود، كما أن من بينهم من كان لا يرى أن يعار وجود العرب أية أهمية لأنهم ليسوا سوى أناس بسطاء لا يمتون المستقبل هذا البلد -إسرائيل-الذي يوجدون ويعيشون فيه.
