تهدف فكرة إنشاء نظام نقدي دولي إلى خلق مصدر للاستقرار النقدي الدولي من خلال توفير السيولة للمدفوعات الدولية والإشراف على تنظيم عمليات المبادلة التجارية بين دول العالم. إلا أن هذا النظام قد مر بعدة مراحل نتيجة تغير الظروف والأحداث السياسية والاقتصادية العالمية. فبعدما كان التعامل بين الدول في المجال التجاري يتم وفق نظام المقايضة أصبح يتم وفق قاعدة الذهب، ثم تحول العالم إلى نظام آخر يرتكز على عملة واحدة وهي الدولار الأمريكي وأخيرا جاء نظام تعويم العملات وترك العملات لقوى السوق العرض والطلب.
